The Administration for Children and Families (ACF) is reaching out to state human services agencies to assess Irene's impact to human services infrastructure, including services for children, families and vulnerable or at-risk populations. In the impacted regions, ACF regional offices have been providing subject matter expertise in support of the human services dimension of the mass care and sheltering effort. With the hurricane past, ACF staff members are identifying human services infrastructure impacts and preparing to support states' efforts to meet human services needs caused by the storm.

The Summit will bring together 40 leading African, U.S., and international child welfare policy experts, practitioners, and researchers to discuss how to best support permanent parental care for children in Africa.

The panel discussion will focus on the HHS Study, “Tribal Self-Governance Demonstration Feasibility Study,” completed in 2003. The study provided recommendations regarding the feasibility of expanding Tribal Self-Governance under demonstration projects to non-IHS programs, services, functions, and activities (or portions thereof) within HHS. Federal representatives and Tribal Leaders will participate in this session to discuss ways to advance this effort.

Overall, the agenda aims to identify priorities for future research that is more inclusive of and culturally responsive to Hispanic communities.

Office of Child Support Enforcement (OCSE) Commissioner Turetsky will present a keynote address during the National Association of Tribal Child Support Directors’ Spring Meeting, in Hollywood, FL. Topics she will discuss include the future direction of the national program, the Model Tribal System (MTS), and medical support. There are currently 41 comprehensive tribal child support programs and six start-up programs. Tribes and tribal organizations that operate comprehensive IV-D tribal child support programs can now apply for and receive direct federal funding for the costs of automated data processing, including installation, operation, maintenance, and enhancement. The MTS is a state-of-the-art, flexible and cost-efficient comprehensive automated system designed expressly for the unique needs of tribal child support programs. It is in the final stages of testing and is anticipated to be released this summer.

Office of Head Start (OHS) Director Sanchez Fuentes will deliver remarks during the American Federation of Teachers (AFT)’s first-ever Head Start Conference. This special conference, being held in Las Vegas, NV on March 23-24, will bring leaders and activist members who represent Head Start programs, including those that are not a part of a school district. The conference will focus on policy, organization and representation strategies, and professional development designed to improve services to children and families.

Office of Child Support Enforcement (OCSE) Commissioner Turetsky will participate in the opening panel at the Quality Improvement Center on Non Resident Fathers and the Child Welfare System Policy Roundtable, in Washington, DC. She will discuss the impact of greater father involvement in child welfare. OCSE recently promulgated a data sharing rule which addresses release of information to support state child welfare agencies in carrying out their efforts to place children with their fathers or relatives when removed from parental custody in response to changes made by the Fostering Connections to Success and Increasing Adoptions Act.

Office of Head Start (OHS) Director Sanchez Fuentes will be a panelist during the National Issue Session on Early Learning at the National School Boards Association (NSBA) Federal relations Networking Conference. Approximately 800 locally elected School Board members from across the country will attend the Conference, being held in Washington, DC on February 7-13. Director Sanchez Fuentes will be joined by Jacqueline Jones, Senior Advisor to the Secretary of Education, and representatives from local school board associations and NSBA leadership. The purpose of the panel is to inform school board leaders about successful efforts to engage local school boards in early learning, and state and federal initiatives to improve early learning, including resources and future opportunities.
