RE: Federal Offset Collections Report for OCSE Cycle 2005-01B

Dear Coordinators:

Enclosed is the Federal Offset Collections Report for OCSE Cycle 2005-01B. This report represents Federal Tax Refund and/or administrative offsets, less the current fees of $12.65 per Federal Tax Offset and $15.00 per administrative offset, and any adjustments/reversals made during this collection cycle for the 1998 through 2005 processing years.

Based on 28,152 offsets, the net collections total for OCSE Cycle 2005-01B as of February 4, 2005, is $40,235,467. The year-to-date total for 30,834 offsets is $42,300,781. This compares to 31,844 offsets for $41,172,569 during the same collection cycle last year.

An electronic version of this report, along with additional detailed reports for your state, have been sent to your state via CONNECT:Direct (C:D).

The funds were transferred through the Automated Clearing House (ACH) on February 17, 2005. ADDITIONAL NOTE: Based upon state requests and in an attempt to get money to families quicker, OCSE added an Injured Spouse Indicator to the state collection files. As of Release 05-01 implemented on January 28, the Collection and Adjustment Record now contains the status of an Injured Spouse Claim on non-TANF joint-return records in position 225. If the Injured Spouse Indicator equals ‘Y’, an Injured Spouse Claim has been processed against the tax return that is being offset. Since the Injured Spouse Claim has already been processed, states may choose to immediately release the money rather than holding it for the allowed six month period.
