This is a summary of collections for OCSE Cycle 2013-23. These numbers represent federal tax refund and/or administrative offsets, less the current fees of $14.65 per federal tax offset and $16.00 per administrative offset, and any adjustments/reversals made during this collection cycle.
Based on 16,304 offsets, the net collections total for OCSE Cycle 2013-23 as of June 6, 2013 is $19,040,839. The year-to-date (YTD) total for 1,327,789 offsets is $1,768,347,313. This compares to 1,423,454 offsets for $1,949,053,685 through the same collection week last year.

As mentioned in TCC-13-17, dated March 29, 2013, we are analyzing YTD 2013 offsets against prior years’ collections and continue to believe that part of this year’s decrease is attributable to impacts IRS has experienced this tax season. According to a May release on IRS’ website, the number of income tax refunds is lower by 1.4 percent and the amount refunded is down over $9B (3.3 percent) compared to last year. Tax fraud and its impact to the offset program collections also are contributing factors to this year’s decline.
The deposit of funds to your state’s account, which is transferred through the Automated Clearing House, is scheduled for June 14, 2013.
