Federal Offset Collections Report for OCSE Cycle 2014-7

Published: February 25, 2014

RE:  Federal Offset Collections Report for OCSE Cycle 2014-7

This is a summary of collections for the federal Office of Child Support Enforcement (OCSE) Cycle 2014-7.  These numbers represent federal tax refund and/or administrative offsets, less the current fees of $14.65 per federal tax offset and $15.00 per administrative offset, and any adjustments/reversals made during this collection cycle.

Based on 194,196 offsets, the net collections total for OCSE Cycle 2014-7 as of February 13, 2014 is $300,793,355.  The year-to-date total for 200,730 offsets is $303,925,372.  This compares to 208,216 offsets for $296,101,142 through the same collection week the previous year.

As we advised you last week and provided your state with information on the affected records, Treasury’s Fiscal Service inadvertently issued 6,507 tax refunds totaling approximately $9.7 million via electronic funds transfer to noncustodial parents whose partial or full federal tax refunds should have been intercepted for past-due support.  Offset fees were not charged against the affected records.

An electronic version of this summary, along with additional details, was sent to your state via electronic transmission on February 19 and 20, 2014.

The deposit of funds to your state’s account, which is transferred through the Automated Clearing House, is scheduled for February 21, 2014.

If you have questions regarding the transfer of collections to your state’s account, please contact Elvis Davis at 301-443-9560 or Cathy Lin at 301-443-3309 at the Program Support Center.  If you have questions concerning your state’s reporting, please contact Federal Collections and Enforcement at 202-401-9389, ext. 4, or via e-mail at scollections@acf.hhs.gov.
