Dear Colleague:

The Administration for Children and Families is proposing changes related to the Form OCSE-396A, Child Support Enforcement Program Expenditure Report and Form OCSE-34A, Child Support Enforcement Program Collection Report (OMB No. 0970-0181).  Forms OCSE-396A and OCSE-34A are financial reports submitted following the end of each fiscal quarter by grantees with an approved plan under title IV-D of the Social Security Act to administer the child support program.  The current forms expire on February 28, 2014.  These forms enable grantees to meet their statutory and regulatory requirements to report program expenditures and child support collections from the previous fiscal quarter.

In compliance with the requirements of Section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, the Federal Register issued ACF’s Notice of the “Proposed Information Collection Activity; Comment Request,” for the Form OCSE-396A and Form OCSE-34A, which is available at: http://docs.regulations.justia.com/entries/2014-01-30/2014-01876.pdf.  Written comments for these forms must be submitted on or before March 30, 2014. 

We have attached a summary of all the proposed changes to these forms.  States and tribes have used different versions of Form OCSE-34A to report child support collection activity.  As part of this comment request, ACF is proposing to combine these separate reports into a single document to be submitted quarterly by both the states and tribes. 

If you wish to comment on these forms and instructions or on the related burden estimate, please follow the instructions for public comment in the Federal Register, Volume 79, Number 20, page 4912.  Be sure to reference OMB No. 0970-0181.  Consideration will be given to comments and suggestions submitted by March 30, 2014.
