This is a Modification to the Mentoring Children of Prisoners Announcement, HHS-2007-ACF-ACYF-CV-0029, published to the ACF Grant Opportunities webpage on April 3, 2007. The application procedures are hereby modified.

Summary:

The Administration for Children and Families' (ACF) Administration on Children, Youth and Families' (ACYF) Family and Youth Services Bureau (FYSB) is accepting applications for the Mentoring Children of Prisoners (MCP) program.  This program supports the creation and maintenance of one-on-one mentoring relationships between children of incarcerated parents and caring, supportive adult mentors.  The intent of this program is to support the establishment or expansion and operation of mentoring programs, using a network of public and private community entities, in areas with substantial numbers of children of incarcerated parents.  The MCP program is designed to be a community-based mentoring program in which children and youth ages four up to age 18, are appropriately matched with an adult mentor, who has been screened and trained, for a one-on-one (one mentor/one youth), friendship-oriented (non curriculum-based) mentoring relationship.

Modification to the published announcement:

Please delete the following under Section II. Award Information:

  Anticipated Total Priority Area Funding:     $170,000
  Range of Amounts of Individual Awards:     $0 to $100,000 per budget period


Please replace the deleted language under Section II. Award Information with the following:

  Anticipated Total Priority Area Funding:     $19,700,000
  Range of Amounts of Individual Awards:     $0 to $1,000,000 per budget period


Please change the following under Section V. Application Review Information, EVALUATION CRITERIA, under the criteria entitled, “BUDGET AND BUDGET JUSTIFICATION,” #5, so that it includes  #6, as follows:

  1. The extent to which the application justifies that the Federal share of the project cost is equal to or less than an expected cost of $1,000 Federal per child served based on the number of new matches proposed. (5 points)

  2. Please note:  Five points will be awarded for successfully meeting this sub-criteria.  No points will be awarded if the expected cost per child served exceeds $1,000.  This calculation is made by dividing the total number of Federal funds over the 36-month project period by the total number of new matches to be made over the 36-month project.  For example, a program with a project cost of $200,000 in Years One and Two (and $300,000 in Year Three) will have a consistent Federal share of $150,000 for three years ($150,000 X 3 = 450,000).  To meet this criterion, the applicant must propose to create a minimum of 450 new matches over the 36-month project period.  The number of matches each year is not assumed to be equal (as there may be start up factors to consider).  Therefore, this information needs to be clearly and consistently stated in the application.  Any matches maintained beyond their initial timeframe, as referenced in Item #2 under Results and Benefits Expected criteria, are not considered to be new matches and are not included in this formula.

Applicants must address every issue in the abstract, but may choose a different format to relay the information.

  • Agency Name, City, State
  • Proposed Service Area (State, County, city, etc).
  • Amount of Federal Funding requested for a 12-month period
  • Age of target population
  • Agency Point of Contact (Name, phone, and email)
  • Number of New Youth to be served in each (i.e., year 1 xx youth, year 2 xx youth, year 3 xx youth)
  • Short Description of program (includes duration, frequency, and location of mentoring services)
