Description

This Funding Opportunity Announcement (FOA) has been modified as follows:

  • ACF has implemented a new submission requirement for all applicants. Each applicant is required to upload ONLY two electronic files, excluding Standard Forms and OMB-approved forms. One file must contain the entire Project Description, along with the detailed Budget and the Budget Justification. The other file must contain all Appendices. No more than two files will be accepted for the review, and additional files will be removed. Standard Forms and OMB-approved forms will not be considered additional files. For more information, please see Section IV.2. Content and Form of Application Submission.
  • Throughout the FOA, the program purpose is specifically described to focus on long-term intensive case management for special refugee populations, including the needs of unanticipated and secondary migration.  Examples include the following language:
    • The recipient will provide targeted strengths-based case management through their affiliate networks or other local provider(s) the recipient has deemed appropriate to provide services, for up to one year.  The program is intended to enhance and not duplicate existing ORR funded services.  As such, concurrent enrollment in the Wilson/Fish Program or other applicable programs would be unallowable as these programs already provide case management services.
    • Funding under this announcement is provided through cooperative agreements requiring ORR's involvement in the program's implementation.  Your proposal should reflect the proportion of refugee referrals from the Department of State.
    • In addition to designating Preferred Communities and projected populations to be served, your proposal must allow for the allocation or reallocation of funds to address the emerging needs of unanticipated or secondary migration throughout the network.
  • Section II., the award amounts have increased to the following:
    • Estimated Total Funding:  $8,000,000
    • Award Ceiling: $2,500,000
    • Award Floor:  $400,000
    • Average Projected Award Amount:  $750,000
  • Section IV.2., the page limitations have changed to 45 pages for the narrative section (including table of contents, abstract, and budget information,) and 25 pages for the appendices.
  • Section V.1., the allocation of points for evaluative criteria have changed to the following:

    • Objectives and Needs for Assistance- 25
    • Approach- 30
    • Outcomes Expected- 20
    • Organizational Profiles- 10
    • Budget and Budget Justification – 15
  • Section VII., agency program contact has changed to Sara Rue.

Program Description:

The Office of Refugee Resettlement (ORR) invites the submission of applications for funding, on a competitive basis, for the Preferred Communities Program to support the resettlement of newly arriving refugees (and other ORR eligible populations,) in need of long-term intensive case management ensuring culturally and linguistically appropriate linkages to services.

An applicant may only submit one application under this announcement.
