Eligible applicants are states, political subdivisions of states, Indian tribes aand tribal organizations, acting directly or through agreement with other public and non-profit entities to develop and implement programs to divert individuals with behavioral health needs from the criminal justice system to community-based services. The application must be submitted by the chief executive of a state, chief executive of a subdivision of a state, Indian tribe or tribal organization. Tribal organization means the recognized body of any AI/AN tribe; any legally established organization of American Indians/Alaska Natives which is controlled, sanctioned, or chartered by such governing body or which is democratically elected by the adult members of the Indian community to be served by such organization and which includes the maximum participation of American Indians/Alaska Natives in all phases of its activities.
 
Description:
The purpose of this pilot program is to develop effective models of law enforcement and behavioral health provider partnerships to divert adults with mental illness and co-occurring substance use disorders, prior to arrest, from the criminal justice system to community-based behavioral health programs while maintaining public safety, and by providing additional community resources to screen, assess, refer, and treat these individuals. The expectation is to disseminate these effective models to communities for wide-scale implementation.
