Daniel Schneider Named Principal Deputy Assistant Secretary,
Josephine B. Robinson Named Director of Office of Community Services

HHS Assistant Secretary for Children and Families Wade F. Horn, Ph.D., today announced the appointments of Daniel Schneider to the position of principal deputy assistant secretary for children and families and Josephine Bias Robinson to the position of director of the Office of Community Services (OCS).

As principal deputy assistant secretary at ACF, Mr. Schneider will assist in operations of ACF programs that promote the social and economic well-being of America’s children, youth and families.

Prior to his appointment at ACF, Mr. Schneider served as the general counsel at the National Endowment for the Humanities. He also served as White House liaison at the U.S. Department of Labor and holds a law degree from Columbia University and undergraduate degrees from the University of Kansas in Lawrence. 

“Dan Schneider has the management skills and leadership experience to help our agency improve the lives of children and families across the nation,” said Dr. Horn.

As director of OCS, Mrs. Robinson will provide leadership over state and community-based grant funding and economic development support for low income neighborhoods. OCS is a $5 billion federal agency that administers 11 programs, including: the Low Income Home Energy Assistance Program, the Social Services Block Grant and Community Services Block Grant programs, the Community Economic Development Program and the Job Opportunities for Low Income Individuals Program.

Prior to her appointment, Mrs. Robinson was the chief of staff and senior advisor to the assistant secretary for health in the Office of Public Health and Science at HHS. From 2002 to 2003, she was associate director for the public liaison for healthcare at the White House. From 2001 to 2002, she served as the executive assistant to White House Chief of Staff Andrew H. Card, Jr.  Mrs. Robinson is a native of Long Island and received her bachelor’s degree in international relations and politics from the Georgetown University School of Foreign Service.
