Guidelines: Development of a Work Breakdown Structure (WBS)

  1. Define a list of all work products to be acquired, developed, or modified.
  2. Define all activities that need to be done to acquire, develop, or modify the work products.
  3. Define all other activities that must be accomplished, (including meetings, generating reports, testing, etc.
  4. For each of the other activities, define the steps that will be done to accomplish these activities.

 

Sample WBS

  1. Component 1 (plan is to be build by a contractor)
    1. Determine supplier and develop contract
      1. Determine requirements
      2. Prepare bidders list
      3. Determine selection criteria
      4. Release Request for Proposal
      5. Receive Proposals
      6. Evaluate proposals
      7. Select supplier
      8. Negotiate contract
    2. Manage Supplier
      1. Receive component from supplier.
      2. etc.
      3. v
  2. Component 2 (to be build with current State resources)
    1. Determine requirements
    2. Estimate cost and schedule
    3. Design component o1ne
      1. Subcomponent 1
      2. Subcomponent 2
      3. Etc.
    4. Develop component 1
      1. Subcomponent 1
      2. Subcomponent 2
      3. Etc.
    5. Perform testing on component 1
      1. Subcomponent 1
      2. Subcomponent 2
      3. Etc.
  3. Component 3

  5. Perform initiative management
    1. Conduct reviews
