Guidelines for Forming an IT Evolution Management Team

The IT Evolution Management Team is responsible for planning and managing the evolution of the current HS IT assets to support the existing HS programs, reach the goals specified by the HS IT Strategic Plan, and evolve to the vision of the HS IT Technical Architecture.
Because this team is responsible for planning and managing all the IT assets, need to have both a set of good planning skills and a thorough knowledge of the State HS programs.
The following lists describe the skills and knowledge required by the team as a whole. The IT Evolution Manager, as the leader of this team, will need not only good management skills but also the confidence of the Manager of the HS IT Department.
Skills required:
- Communication Skills. It is important that this team work well with and communicate well with the HS Program Managers and Project Managers.
- Planning Skills. This team is responsible for integrating the plans of multiple projects and needs to be familiar with planning processes and the tools used in the State planning processes.
- Contracting Skills. This team is responsible for working with contractors, either directly or through the specific projects.
- Estimation Skills. The team develops high-level estimates for future work and allocates budgets to specific projects.
- Risk Management Skills. This team develops and monitors the Risk Management Plan.
- Financial Management Skills. This team is responsible for reporting the financial status of the IT evolution. The team must understand the various types of funding that can be allocated to State HS IT projects and the appropriate use of these types of funding.
Information required:
- Knowledge of the State Technical Architecture, both current and as documented in the A-TARS. The Chief Architect is on the IT Management Team.
- Knowledge of the State budgeting process.
- Knowledge of the Federal funding process and the rules and processes for acquiring Federal funds.
- Knowledge of the current and proposed State HS programs.
- Knowledge of the responsibilities and functions of the support disciplines. This would include Configuration Management, Quality Assurance, and others.
