Guidelines for Forming the Strategy Team

The Strategy Team contains a core set of individuals as well as an Extended Team.
- The Core Team members are assigned for the duration of the strategic planning process. Some guidelines for developing the Core Team follow:
- There should be no more than ten or less than three members of the Core Team, with five to seven preferred. This helps to share the work and give a broad perspective for consensus-based decision-making yet keep the team manageable.
- An individual is appointed to lead the team.
- An individual is appointed to help facilitate the team duties. The Team Lead can act as the facilitator for small teams.
- Individuals on the team should represent "opinion leaders" from both the HS Agency and the IT Division.
- The HS Agency Decision Makers and the IT Division Decision Makers should hold the Core Team members in high regard.
- The individuals should be knowledgeable of each of the major programs in the HS Agency.
- The individuals should be knowledgeable of the current technologies and projects in the IT Division.
- The individuals should have a good understanding of and working relationship with the major external and internal stakeholders of the HS Agency.
Note: The membership of the Core Team may need to be revised when the organizational boundaries for strategic planning change or the major stakeholders change.
- The Extended Team members are individuals with additional insight that may be needed to help collect or interpret information about the HS external or internal entities. These individuals join the team as their expertise is needed. Some guidelines for developing the extended team follow:
- One or more Extended Team members can represent one or more internal or external entities.
- One or more Extended Team members can represent one or more IT programs or projects.
- These individuals should have (or be able to readily obtain) first hand insight into the situations that they represent.
- Extended Team members should receive orientations on the processes and conventions of the Strategy Team when they join the team.
