March 2003

Welcome to the inaugural edition providing the latest information on the National Human Services Information Technology Resource Center (NHSITRC) Website, http://www.acf.hhs.gov/nhsitrc, a project supported by the Administration for Children and Families ( ACF) an agency of the U.S. Department of Health and Human Services ( HHS).

Background and Purpose:

ACF is providing this newsletter as technical assistance to States in their administration and management of automation projects in support of Temporary Assistance for Needy Families (TANF) programs nationwide and to provide bi-monthly updates to the NHSITRC website.

The NHSITRC website was created to assist States with establishing a process framework to guide alignment of technologies with both business requirements and technical need. The intended users are the State Technical and Program support team. As legacy systems age and technology changes are needed, it has become apparent to most States that the complexities of leveraging and upgrading technologies present challenges and opportunities for the information Technology (IT) community.

This is an evolving website that will incorporate new information in the future. Through this newsletter, we will be informing you of such changes and revisions to the website.

Some key components of the NHSITRC State Systems website include:

The State Systems Profiles ( SSP ) provide information on State IT systems for the following programs: Child Care, Child Welfare, TANF, Child Support Enforcement, and Food Stamps. The SSP consist of a profile, as updated by your State, for any application within these programs for each State.

This portion of the NHSITRC site focuses on six basic areas critical to IT and offers technology guides to be utilized by State IT organizations. These guides include major processes, minor processes, resources, elementary descriptions, consolidated roles of participants, consolidated artifacts resources as well as resource links. The associated resources provide many artifacts including work list, documents, etc., that can be downloaded and customized for State utilization.

IT Planning and Development Guides:

The Promising Practices Library ( PPL ) provides information on successful and emerging IT practices that have potential value to State IT organizations implementing changes to align technical and business goals.
