NHSITRC e-NEWS. A newsletter on events, technology processes, and activities associated with the National Human Services Information Technology Resource Center (NHSITRC) Website, http://www.acf.hhs.gov/nhsitrc, a project developed and maintained under contract to the Administration for Children and Families ( ACF ), an agency of the U.S. Department of Health and Human Services ( HHS ). The NHSITRC website is managed and maintained by the State Information Technology Consortium (SITC).

 

PARIS: Effective April 2004 a major upgrade of the Public Assistance Reporting Information System (PARIS) was incorporated into the NHSITRC website!! PARIS is an information exchange system designed by the Administration for Children and Families to provide State Public Assistance Agencies (SPAAs) with appropriate data as a result of a Federal computer matching initiative. The resulting matches are used by participating SPAAs to validate client reported circumstances and identify possible candidates for erroneous payments based on data provided. The participating Federal programs that utilize PARIS data are Medical Assistance, Medicaid, TANF and the Food Stamp program.

 

There are currently 25 jurisdictions participating in the PARIS project, which are highlighted in color on the map located on the PARIS website for easy identification. They are as follows:

ACF State Systems Summit May 3-7, 2004: ACF convened the first State Systems Summit held in Washington , DC . Over 280 State and Federal representatives attended a five-day Summit focusing on the varying roles of technology in the Health and Human Services field. The Summit was co-sponsored by the Office of Family Assistance, (TANF), the Office of Financial Services, (State Systems), the Office of Child Support Enforcement, and the Children’s Bureau. TANF representatives attended a two-day workshop on Architecting the State Human Services IT Enterprise (Enterprise Architecture) and a one-day workshop on Strategies to Maximize Delivery of Services Within the Context of Budget Constraints (Maximization of Resources). Both workshops were well received by those who attended.

 

For those of you who were unable to attend the ACF State Systems Summit a synopsis of the entire event as well as the complete training manuals for the Enterprise Architecture and Maximization of Resources courses are available on the NHSITRC website.

 

State Systems Profiles: Please visit the NHSITRC website to review the State Systems Profiles and contact information for your State. We are actively working to update this information.

 

Data Warehouse Report: Data warehouse technology automates efficiencies by capturing data that exists across programs enabling case managers to start with a base of information and continue to build upon that information. Delivering comprehensive, customer-focused service and financial assistance requires insight within and across programs. Florida , Michigan , North Carolina , and Wisconsin all participated in the creation and development of this report. It was discovered that the scope of data warehousing efforts in these States is consistently expanding to include additional data elements and programs to benefit the overall Human Services organization. This document consolidates and summarizes shared experiences and lessons learned, so that other States may benefit from the research. The full report is available via the NHSITRC Website.

 

Web-Based Data Exchange Application: The prototype showing how XML Web Services technology can be used to exchange essential case data across State TANF Agencies was demonstrated at the ACF State Systems Summit. This prototype will be available on the NHSITRC Website in a future release.
