Central Vermont Community Action Council, Inc. (CVCAC) serves 15,000 low-income individuals, families and seniors in 8,000 households annually in three rural counties. Since 1965, CVCAC has built a reputation for leadership in community economic development programs that assist low-income Vermonters to achieve economic sufficiency.
Use(s) of Administration for Children and Families (ACF) Program Funds
CVCAC proposes to identify exemplary practices models in community economic development program services, specifically in the areas of (1) individual asset-building, (2) micro-enterprise development, and (3) women’s business development. CVCAC will partner with the Center for Rural Studies, a non-profit research organization based at the University of Vermont, to share expertise in research and evaluation methodology and data analysis. Research outcomes will address: how community economic development programs are implemented and sustained; factors that influence successful implementation or discontinuation of practices; how program success is defined and measured; and strategies programs use to meet the unique needs of diverse communities.
Community Services Block Grant service providers will have a catalog of exemplary practice case studies to identify field-tested, research-validated community economic development activities. CVCAC will share research findings with the Vermont CAA Network to inform current training and technical assistance efforts and to improve Statewide community economic development practices.
