Organizational Description

Community Action Partnership (CAP) is a nonprofit, national membership organization representing the interests of the 1,100 Community Action Agencies (CAAs) across the country that work to help low-income Americans achieve economic security.  CAP has as its mission to strengthen, promote, represent and serve its network of member agencies to assure that the issues of the poor are effectively heard and addressed.

Use(s) of Administration for Children and Families (ACF) Program Funds

The National Risk Mitigation and Quality Improvement T/TA Center is a three-year project designed to provide State CSBG Lead Agencies and CSBG-eligible entities T/TA assistance information, resources, and referrals that emphasize three major areas, including Risk Mitigation, Quality Improvement Support, and Capacity Development.  CAP will use the funds to facilitate the core functions of the Center and support the development and coordination of a comprehensive National Needs Assessment that identifies the T/TA needs of the Community Action network; a vetted Resource Bank of expert national, regional, State, and local consultants; a comprehensive Online Library of curricula, tools, guides, and other resource materials; and coordinating Workshops and Training Events.

Expected Outcomes

Outcomes expected include the creation of a National T/TA Center that includes exemplary practices and policies focused on Risk Mitigation, Quality Improvement Support, and Capacity Development; tools, guides and resources designed to enhance the ability of CSBG-eligible entities and State CSBG Lead Agencies to identify and respond to risk mitigation issues and threats to organizational sustainability; a formal T/TA request and tracking system; updated National Performance Indicators for reporting outcomes of CSBG-eligible entities; and an increase in the use of innovative, effective, and legally sound risk mitigation, quality improvement, and capacity development policies and operational procedures that support efforts to help ensure accountability and sustainability.
