  • SCF Research SCF and the Economic Recession

    This research brief highlights the interplay between the recession and SCF capacity-building efforts. It first discusses the recession’s effects on SCF grantees and provides information on jobs created and retained by grantees with SCF funds. It then examines FBCOs that received SCF subawards and analyzes changes in their 2006–10 revenues to better understand the economic environment of the time. Next, the brief examines the types of activities undertaken by grantees and FBCOs to enable people to better access services that address economic recovery.

Therefore, the Administration for Children and Families will not hold additional competition or award new grants for this program.   The following capacity building activities were supported through SCF funded technical or financial assistance. Common organizational goals are listed according to the five critical areas of capacity building identified in past Strengthening Communities Fund funding announcement.

    This report presents the findings of an extensive evaluation undertaken by the Urban Institute to assess the services, promising practices, and challenges that emerged during the two-year SCF initiative. Conducted from October 2009 to September 2012, the evaluation used both primary and secondary data. Primary data collection includes surveys of SCF grantees and FBCOs that received capacity-building assistance, telephone interviews with grantees, and site visits to eight grantees and selected FBCOs receiving assistance from these grantees.

    All Federal agencies, including HHS are required to use the principles and guidelines established by the Office of Management and Budget (OMB) in order to ensure that the costs of work under grants, cooperative agreements, and contracts are allowable, allocable, reasonable and necessary. The OMB cost principles were established in the form of "circulars" which are published in the Code of Federal Regulations, 2 CFR.
