Organizational Description

The National Association for State Community Services Programs (NASCSP) is the national membership association for State Administrators of the U.S. Department of Health and Human Services’ Community Services Block Grant (CSBG) program.  NASCSP supports the leadership role of States in preventing and reducing poverty and empowering low-income families to become self-sufficient.

The State Performance Management Clearinghouse (SPMC) is a three-year project focused on the National Training and Technical Assistance (T/TA) Strategy for Promoting Exemplary Practices and Risk Mitigation established by the Office of Community Services (OCS) to strengthen accountability within the CSBG program.  The SPMC will create a central gateway and repository of information, resources, and support for States and CSBG-eligible entities to inform their decision making and strengthen accountability and performance within CSBG.  NASCSP will also conduct a comprehensive needs assessment and analysis of T/TA resources for States and CSBG-eligible entities in five areas: 1) employment-related services; 2) asset development; 3) administrative, program and financial operations; 4) community economic development; and 5) risk mitigation and assessment.  NASCSP will hire a CSBG T/TA Coordinator to work directly with States to assess their needs and create a plan that meets the requirements of the CSBG Act, State law and State plans.  A National Steering Committee will guide the SPMC and include members from OCS, State CSBG Lead Agencies, State Community Action Agency Associations, CSBG-eligible entities, the Results-Oriented Management and Accountability Peer-to-Peer Project, and other CSBG national partners.

Expected Outcomes

NASCSP will meet the T/TA needs of the CSBG Network on a nationwide basis by improving access to quality information and resources, while also creating an enhanced infrastructure to help OCS address its long-term strategy for promoting exemplary practices and risk mitigation.  The Clearinghouse will create a resource website for the five focus areas, as well as a system that allows States to ask for and receive customized T/TA services and referrals.  It will address the need for procedures that increase the organizational stability of CSBG recipients by identifying, categorizing, and tracking potential risks pertaining to the management of CSBG-eligible entities.  The Clearinghouse is expected to result in improved coordination and investments of Federal, State and local T/TA dollars.
