The Connecticut Association for Community Action (CAFCA) provides training, capacity-building and service delivery coordination to its 12 member Community Action Agencies (CAAs). In 2009, CAFCA’s member agencies served over 380,000 low-income individuals in Connecticut.
Use(s) of Administration for Children and Families (ACF) Program Funds
CAFCA will identify and document exemplary practices models of benefits outreach and enrollment coordination programs. The Association will: enhance benefits outreach and enrollment coordination at our 12 CAA members by providing training and technical assistance and Statewide coordination activities, especially around the use of the on-line benefits calculator and develop a staff training curriculum on State and Federal benefits programs. CAFCA will target outreach materials to participants in the Connecticut Energy Assistance Program and through partnerships with the State’s fuel suppliers. The Association will track benefits outreach and coordination activities throughout the State including the development and implementation of the benefits calculator and share this information locally and nationally.
The goal of the Benefits Calculator is to alert low-income and working poor individuals to the existence of income-support programs that can significantly improve their ability to become and remain self-sufficient. CAFCA’s training and technical assistance curriculum is expected to result in better service delivery and increased utilization of program benefits by eligible individuals. The Association will track the outcomes of Statewide enrollment activities; secure participant feedback; produce a Benefits Outreach and Enrollment Report; and share research findings with the national Community Action network.
