Attendance at the 2008 Office of Refugee Resettlement Consultation
TO: STATE REFUGEE COORDINATORS

SUBJECT: Attendance at the 2008 Office of Refugee Resettlement Consultation
The Office of Refugee Resettlement (ORR) will host a National Consultation this year on May 28 – 29, 2008, at the Hyatt Hotel in Crystal City, Virginia. We strongly encourage all of our State partners to participate in this Consultation. This is where the nation-wide, ORR stakeholder network comes together to hold concrete discussions and exchange of ideas on issues of importance to the work we all do. The entire meeting is a training that brings participants up to date on the emerging issues of resettlement.
In addition to the scheduled Consultation, ORR staff will provide training for State Refugee Coordinators on May 27, 2008, from 1:00 PM to 4:30 PM at the Consultation hotel. All State Refugee Coordinators are encouraged to attend this May 27 session prior to the Consultation in which we will provide a concentrated Training Module for State Refugee Coordinators. Both new and experienced State Coordinators as well as Refugee Health Coordinators can benefit from this training and are asked to attend.
This year ORR plans a special focus on children’s programs, to include a child welfare track during the Consultation, plus an Unaccompanied Refugee Minors (URM) conference on Friday, May 30, 2008. With the URM program in its 29th year and evolving rapidly, we are seeking active participation from State Coordinators’ offices with URM programs, URM service providers, and national voluntary agencies that place children in URM programs. To that end, we would like to extend an invitation to attend to a staff member in your office who works on URM issues. URM Program Managers will receive a separate invitation to these events, but we would appreciate it if you would also ask your URM Program Manager to participate. In addition to registering with the conference contractor, please send the names of participants from your state to: firstname.lastname@example.org. The URM conference will be from 9:00 am to 3:00 pm on Friday, May 30; please make your travel arrangements accordingly.
The ORR National Consultation provides States, as our partners in resettlement, the opportunity to raise their concerns, ask their questions, and provide comments and suggestions to ORR as part of the consultation process. The purpose of this letter is to encourage all State Refugee Coordinators to attend and to participate in the Consultation.
The costs of travel, lodging and per diem directly related to attendance at the State Coordinators’ Training and the ORR National Consultation are chargeable to State Administrative costs under the Refugee Cash and Medical Assistance grants (CMA). Travel, lodging and per diem costs for URM program staff attending the Consultation and the URM conference on May 30 are also chargeable to State Administrative costs, provided that travel funds contained in the URM contract budget are not sufficient to pay for these costs.
We thank you for the critical role you play in the Refugee Resettlement Program and look forward to your participation in helping to expand the national dialogue on the refugee program.
