Family Support Initiatives

Emergency Preparedness Special Initiatives

In FY 2009, ADD awarded 12 grants to plan multiagency partnerships to design emergency preparedness planning projects to assist unserved and underserved families with a member who has a disability. The applicants were asked to pool resources, coordinate services, and share expenses in order to effectively train individuals with developmental disabilities and family members to prepare for emergency situations. Five applicants were awarded grants to implement projects that address the following:

  • Methods for evacuation to a safe location and rapid reunification with families
  • Provision of medications or durable medical devices and continuous access to medical and mental health care and other necessary services and supplies
  • Provision of transportation services accessible to individuals with developmental disabilities
  • Methods by which students can be transitioned back into educational settings
  • Provisions for transitioning into safe and effective housing
  • Provisions of a variety of personal assistance and supports to include caregivers, home health aides, and service animals
  • Provisions to assist individuals with developmental disabilities and their families with developing personal disaster kits
  • Information and referrals for at least 60 families
  • Training and information provided to at least 5 local agencies or partners responsible for emergency response activities


Title: Alianza Emergency Preparedness Project Plus

Abstract:
The New Jersey Institute for People with Disabilities/Cerebral Palsy Association of Middlesex County established the Alianza Emergency Preparedness Project Plus (AEPPplus).  A member of the project’s staff meets with people with disabilities and their family to develop Self-Directed Emergency Preparedness Plans (S-DEPP).  In addition to keeping the plan in their “Go Bags” with other typical emergency items, such as batteries and a flashlight, the plan was also loaded onto a USB drive and connected to a wrist band that a person who has difficulty speaking or remembering important personal information could wear and share with an emergency shelter worker.  The project will continue to collaborate with the Middlesex County Office of Emergency Management and the regional Red Cross unit to secure a grant from Disability Rights New Jersey to fund the Shelter Emergency Preparedness Assistive Technology (SEPAT) project.   AEPPplus will focus special attention to reaching out to minorities, especially the Hispanic/Latino community.

Title: Being Prepared: MN Emergency Preparedness Center

Abstract:
The Minnesota “Being Prepared: MN Emergency Preparedness Center "trains individuals with developmental disabilities, including those residing in group homes or ICF/ID on how to develop their own Emergency Preparedness Plan with supports.  The training targets individuals who are eligible for more restrictive settings but are living in the community in individual or group homes.  It disseminates materials accessible to non-readers.  The project trains First Responders and other emergency response workers on how to communicate with people with disabilities in emergency situations.

Title: Collaboration for Inclusive Emergency Preparedness and Response

Abstract:
After developing a curriculum for non-medical emergency shelter personnel and First Responders on how to support people with disabilities, the Collaboration for Inclusive Emergency Preparedness and Response will offer the resources for emergency managers and emergency responders.  The project will be also work with Home Health Agencies to ensure that they have plans for the people they support.  The project is located at the University of Delaware’s Center for Excellence in Developmental Disabilities and is working with the Disaster Relief Research department at the university traveling to other countries, to learn about their practices relating to disaster preparedness and people with disabilities

Title: Hawaii Emergency Preparedness Special Initiatives

Abstract:
The Hawaii Emergency Preparedness Special Initiative System of Support collaborates with community partners and community leaders from consumer families to identify and implement the Feeling Safe Being Safe Training to best meet the needs of the target population.  This training promotes independence, community relationships, local allies, integration and awareness of resources with respect to emergency preparedness for people with disabilities. The project coordinates an inclusive single point of entry information system that provide information about programs, trainings, and resources related to emergency preparedness building on existing community services, supports and tools.

Title: PREParation for Emergencies and Recovery (PREP) Project

Abstract:
The PREParation for Emergencies and Recovery builds collaboration through a number of presentations to an array of audiences to spread awareness of the project, and conducts training for individuals, families, graduate students, and service providers.  As activities at the state level have proceeded, national level activities have also begun, including convening the National Advisory Panel (NAP) and formulating a national level outreach campaign.
