Dear Ms. Hammons,
The purpose of the Title IV-E Foster Care Eligibility Review was to evaluate the accuracy of the state in claiming Federal Financial Participation (FFP) and assure that appropriate maintenance payments were made on behalf of eligible children placed in eligible homes and institutions.
The Colorado Department of Human Services, Division of Child Welfare staff, in partnership with the Administration for Children and Families (ACF) staff from the Central and Regional Offices, conducted a Title IV-E Foster Care Eligibility Review, in Denver, Colorado, from April 24th to 27th, 2006.
After further consultation with Cheryl Duncan and Mike Evans of your staff, it has been determined that adjustments need to be made in the calculation of the ineligible payments and related administrative cost disallowances from that review.
The maintenance disallowance amount is $34,376.21. The administrative disallowance amount is $95,714. These changes make the total ineligible payments now $130,090.21, including the three error cases and the two additional cases with ineligible payments, including all administrative cost disallowances.
We have received your letter withdrawing your decision to appeal the outcome of the review. Therefore you must repay these funds by including a prior period decreasing adjustment on the Quarterly Report of Expenditures (Form ACF-IVE-1), Part 1, Line 1, Columns (c) and (d).
