Notes: Fewer States achieved substantial conformity on the systemic factor, Case Review System, than on any of the other systemic factors (12 of 32 States). This slide depicts the number of States in which each of the five indicators used to evaluate Case Review System was rated as a strength, as follows:
Developing case plans jointly with parents: This indicator was a strength for 6 of the 32 States.
Periodic reviews for children in foster care: This indicator was a strength for 28 of the 32 States.
Permanency hearings for children in foster care: This indicator was a strength for 16 of the 32 States.
Termination of parental rights provisions: This indicator was a strength for 19 of the 32 States.
Providing notice of hearings and reviews and opportunity to be heard to foster and pre-adoptive parents and relative caretakers: 21 of 32 States.
