Notes: Among the States reviewed in 2002, there were significant relationships between two additional systemic factors and performance on an outcome and an individual indicator, as follows:
States that achieved substantial conformity on the systemic factor, Quality Assurance System, were more likely to be in substantial conformity on Child and Family Well Being Outcome 1.
States that achieved substantial conformity on the systemic factor, Foster and Adoptive Parent Licensing, Recruitment, and Retention, were more likely to achieve strength ratings on the indicator, Placement Stability for Children in Foster Care (Item 6 on the onsite review instrument).
