INTERPRETATION ACTION TRANSMITTAL TO: STATE AGENCIES ADMINISTERING APPROVED PUBLIC ASSISTANCE AND SERVICES PLANS UNDER TITLES IV-A, IV-B and XX SUBJECT: Cost for Participation in Foster Care Conferences INTERPRETATION: This transmittal is a reminder to State agencies administering programs of assistance and services under the above named titles of Federal financial participation available for certain costs. Attached are copies of previous Action Transmittals issued by the Administration for Public Services and the former Assistance Payments Administration. Both of these transmittals are still current, according to the Administration for Public Services and the Office of Family Assistance, Social Security Administration, the successor to the Assistance Payments Administration. In addition, States may utilize title IV-B funds for the purposes of paying for the cost of foster parents attendance at conferences which have training components or which include discussions of significant issues in the provision of services to children in their care. The active involvement of foster parents in planning and policy making, in an advisory relationship to public agencies, can be enhanced by the stimulation and interchange made possible by well-planned and well-attended conferences.
