INFORMATION MEMORANDUM

TO:    STATE AGENCIES ADMINISTERING OR SUPERVISING THE ADMINISTRATION OF TITLE IV-E OF THE SOCIAL SECURITY ACT

SUBJECT:    Allotment Percentages Under the Foster Care and Adoption Assistance Programs (Title IV-E) for Fiscal Year 1987

CONTENT:    Pursuant to P.L. 99-272, the Federal Medical Assistance Percentages (FMAP) for 1987 have been recalculated. Under P.L. 99-272, the percentages will be calculated each year rather than every two years.

Attached is a list of the FMAP as recalculated for Fiscal Year 1987. These percentages shall be used for Fiscal Year 1987 (October 1, 1986 through September 30, 1987) by the Department and by States to compute the Federal share of the total expenditures of maintenance payments and adoption assistance under the Title IV-E-Foster Care and Adoption Assistance Programs, respectively. These percentages supersede those sent to States in ACYF-IM-85-11 dated March 18, 1985.

ACTION REQUIRED:    Use the FMAP to calculate the Federal Share of expenditures for Fiscal Year 1987, beginning October 1, 1986.
