INFORMATION MEMORANDUM

TO:    STATE AGENCIES ADMINISTERING OR SUPERVISING THE ADMINISTRATION OF TITLE IV-B OF THE SOCIAL SECURITY ACT

SUBJECT:    ALLOTMENT PERCENTAGES UNDER THE CHILD WELFARE SERVICES STATE GRANT PROGRAM (TITLE IV-B) FOR Fiscal Years 1988 and 1989.

CONTENT:    Section 421 of the Social Security Act requires that the Secretary publish the allotment percentage for each State and Territory under title IV-B every two years for the following two years. The allotment percentage for each State is calculated by comparing the average per capita income of each State and of the United States for the three most recent calendar years for which satisfactory data are available from the Department of Commerce. The promulgation of the allotment percentages is conclusive for the following two fiscal years. The allotment percentages listed in the attached table are effective for fiscal years 1988 and 1989 and will be used in calculating State title IV-B allotments for those fiscal years. These percentages do not affect the match rate of 75 percent Federal share and 25 percent State share of expenditures.
