INFORMATION MEMORANDUM

TO:    Independent Living Coordinators; and Administrators of State Agencies Administering or Supervising the Administration of Title IV-E of the Social Security Act.

SUBJECT:    Fiscal Year 1990 Independent Living Initiatives Program

BACKGROUND:    Authorization of the Independent Living Initiatives program is expected to be extended through fiscal year (FY) 1992, at a level of $50 million for FY 1990, $60 million for FY 1991, and $70 million for FY 1992. The effective date of the reauthorization will be October 1, 1989.

At the time this Information Memorandum was written, the Reconciliation Bill (HR 3299) had not yet been sent to the President for approval. However, the President is expected to sign the Bill, after which the Administration for Children, Youth and Families will issue a Program Instruction which will provide detailed application instructions to the States.

PURPOSE:    This memorandum is being issued as an alert that the deadline for FY 1990 applications is January 31, 1990.

INFORMATION:    States will be required to submit to the Department of Health and Human Services an application for FY 1990 funds before February 1, 1990. Detailed directions for the FY 1990 application will be contained in the forthcoming Program Instruction. It is anticipated that these application requirements will be substantially the same as for FY 1989. States are also reminded that reports on FY 1989 Independent Living activities are due by January 1, 1990. Instructions for the FY 1989 program report are contained in Program Instruction ACYF-PI-88-08 dated December 23, 1988. The Administration for Children, Youth and Families expects that this early alert will enable States to prepare a timely application for FY 1990 Independent Living funds. Tentative State allocations for FY 1990 appear in Attachment A to this Information Memorandum.
