INFORMATION MEMORANDUM

TO:   State Agencies, Territories and Indian Tribes Administering Title IV-B of the Social Security Act.

SUBJECT:   Allotment of Fiscal Year (FY) 1997 Funds to States, Territories and Indian Tribes under Title IV-B, Subparts 1 and 2 of the Social Security Act.

LEGAL AND RELATED REFERENCES:   Title IV-B of the Social Security Act, Subpart l, Child Welfare Services, Section 428; Subpart 2, Family Preservation and Support; 45 CFR 1357.30 and 1357.40.

PURPOSE:    To inform all States, Territories and Indian Tribes of their FY 1997 allotments for Child Welfare Services, Title IV-B, Subpart 1 and the FY 1997 allotments for Family Preservation and Support Services, Title IV-B Subpart 2 of the Social Security Act.

INFORMATION:   Congress has approved a total of $291,989,000 for the Child Welfare Services State Grant Program and a total of $221,600,000 for the Family Preservation and Family Support State Grant Program for States and Territories and $2,400,000 for Indian Tribes.

The amount of each grantee's allotment for FY 1997 is listed in the attached tables.

The Federal share under Title IV-B, Subparts 1 and 2 is limited to 75 percent of the total funds expended; therefore, the grantee must provide at least 25 percent of the total funds expended.

States, Territories, and Indian Tribes that have requested less than the amount for which they are eligible for Title IV-B, Subparts 1 or 2 must send in revised FY 1997 budget requests (Form CFS-101) in order to receive their full share of funds.

Grantees should send an original CFS-101 (signed and dated), to the following address:

A copy of the CFS-101 should be sent to the appropriate Regional Office, as well.

A follow-up issuance will be sent to States, Territories, and eligible Indian Tribes which will address the actions required and the submittals that are due in 1997, i.e., the Annual Progress and Services Report (APSR) which is required under section 432(a)(5)(A) of the Act.
