| PURPOSE: | The purpose of this Information Memorandum (IM) is to inform States of their final Chafee Foster Care Independence Program (CFCIP) allotments for FY 2001. |
| BACKGROUND: | Under Section 477(c)(1) of the Social Security Act (the Act), each State is allotted an amount of funds which bears the same ratio as the number of children in foster care in that State bears to the total number of children in foster care in all States in the most recent fiscal year for which such information is available. Attachment C of ACYF-CB-PI-01-03 issued on February 13, 2001 provided estimated CFCIP State allotments for FY 2001. |
| INFORMATION: |
Attachment A is a table of the final State allotments for FY 2001 totaling $137,900,000. The allotments for FY 2001 are based on an appropriation of $140 million less a one and one-half percent (1 1/2%) set aside for Federal evaluation, technical assistance, performance measurement and data collection (see Section 477(g)(2) of the Act). The number of children in foster care upon which the final allotments are determined has been drawn from an annual file derived from data reported by States for the two AFCARS report periods in FY 1999, and updated from relevant data received from the States in the subsequent report period in FY 2000, the most recent years for which data are available. Prior to awarding FY 2002 grants, the Children's Bureau will issue an Information Memorandum to States informing them of their final CFCIP allotments for FY 2002.
