INFORMATION MEMORANDUM

To: State and Territorial Agencies Administering or Supervising the Administration of Titles IV-B and IV-E of the Social Security Act.
Subject: Title IV-E Foster Care Eligibility Review Instrument and Instructions

Purpose:
The purpose of this information memorandum (IM) is to transmit to State Agencies the revised checklist and instructions used during the on-site review of title IV-E foster care eligibility.

Information:
In response to comments received from State and ACF regional office staff who participated in eligibility reviews, the on-site review protocol was modified to provide additional guidance and consistent application. For facilitation, the checklist and instructions were merged into a single source document. Federal statutory and regulatory references were added, as well.

The consolidated on-site review instrument transmitted electronically on April 17, 2003 is obsolete and superseded by this IM.
