INFORMATION MEMORANDUM

To: State Agencies and Territories Administering or Supervising the Administration of Title IV-E of the Social Security Act; and State Independent Living Coordinators
Subject: Fiscal Year (FY) 2003 Reallocated Funds under the Education and Training Vouchers (ETV) program of the Chafee Foster Care Independence Program (CFCIP) under the Foster Care Independence Act of 1999

Purpose: The purpose of this Information Memorandum (IM) is to inform States of: (1) the final ETV allocations for FY 2003; (2) the ETV funds reallocated for FY 2003.
Background: Under Section 477(c)(1) of the Social Security Act, each State is allotted a specified amount of funds on an annual basis. In line with Section 477(d)(4) of the Act, the Secretary may reallocate any funds unapplied for during a fiscal year.

Information:

In FY 2003, a total of $1,376,138 was not requested. Therefore, this amount was reallocated to States based upon their relative need as determined in the FY 2003 request for funds application, submitted to ACF Regional Offices per ACYF-CB-PI-03-06, dated 07/08/03.

The attached table identifies the final FY 2003 ETV allocations to States; the States that received the FY 2003 reallocated funds; and the amount of the additional payments. Please note that both Michigan and Utah were awarded the amount they requested. The FY 2003 reallocations are for one year only. The FY 2003 reallocations must be obligated and liquidated by September 30, 2004.
