INFORMATION MEMORANDUM
To: State Agencies Administering or Supervising the Administration of Titles IV-B and IV-E of the Social Security Act
Subject: Technical Bulletin on Management Information Systems Issues Related to Reporting and Evaluating Caseworker Visits
Legal and Related References: Child and Family Services Improvement Act of 2006 (P.L. 109-288), incorporated in statute at Section 424(e)(1) and (2) of the Social Security Act (the Act); ACYF-CB-PI-08-03, issued April 28, 2008.
Purpose: The purpose of this information memorandum (IM) is to inform the States of the publication of a technical bulletin from the Children's Bureau's (CB) Division of State Systems providing guidance on system development related to reporting and evaluating caseworker visit data.
Information: The Children's Bureau's Division of State Systems has released, "Statewide Automated Child Welfare Information System (SACWIS) Technical Bulletin #2: Systems Issues Related to Reporting and Evaluating Caseworker Visits." This technical bulletin provides valuable guidance to States on systems issues related to the collection and reporting of information on caseworker visits with children in foster care. It is intended to assist States' child welfare program, data, and systems staff in considering how best to align their information system activities to support the caseworker visit data requirements mandated by the Child and Family Services Improvement Act of 2006 (P.L. 109-288) and incorporated in statute at Section 424(e)(1) and (2) of the Social Security Act (the Act). (See also, Program Instruction ACYF-CB-PI-08-03, issued April 28, 2008.) It also provides a list of considerations should a State choose to expand its data collection activities beyond the Federal requirements into program analyses that may support monitoring activities, including the Child and Family Services Reviews (CFSR) or other quality assurance activities designed to assure the safety, permanency and well-being of children and families.
