Initial Design and Implementation Plan Outline

(Initial Progress Report)

  1. Overview

    Provide or attach a brief summary of the demonstration and evaluation plan (not more than one page). Develop and include a Work Plan that covers the period from project implementation through submission of the final evaluation report.

  2. Activities and Schedule Necessary to Implement Demonstration

    Identify major tasks/activities that must occur prior to beginning the demonstration and indicate the time frames and sequence of events necessary for each major task. Please pay particular attention to identifying activities that may be particularly time-consuming or require action or approval by those outside of the child welfare agency to complete. Examples include: state legislation (either enabling legislation or appropriations); hiring staff; contractual agreements - State to County, State/County to private provider, evaluation contract; interagency agreements; agreements, policies, training, etc. relating to judges and court personnel; information systems - including management data for tracking clients and services, outcome data, and financial reporting on cost neutrality. Also include any related issues concerning confidentiality and data access; policy or procedural guidelines, including time for development and obtaining appropriate sign-offs; training - including demonstration staff, existing staff who may refer children or families and any other involved parties. Identify any anticipated barriers and contingency plans.

  3. Post-Implementation Schedule

    1. Phase-In Periods

      Describe any plans for phasing-in sites, providers, or services. Identify proposed time-frames.

    2. Population Served

      Is the target population comprised of children or families who are currently served by the child welfare system, children or families who enter the child welfare system after the demonstration has begun, or both’ Is it limited to children in or entering foster care’ Children in kinship care’ Does it include children who may be at risk of placement’ Provide an estimate of the number of children/families who will initially be assigned to the demonstration (both experimental and control groups), the number of new children or families anticipated each month, and the number of months required to achieve the target size population in the demonstration group.



  4. Evaluation Schedule

    Will the evaluator be hired and will the evaluation design be in place prior to the implementation of the demonstration’ If not, please explain what steps will be taken to assign children or families to the experimental and control groups, and to track data on participating families and secure information on the early stages of implementation. Provide a timeline showing the inter-relationship between the onset of the demonstration and the evaluation activities.
