Evaluation Plan Outline

  1. Design

    1. Methodology (Random Assignment or Comparison Sites or Matched Sample)

      1. If Using Random Assignment: Describe procedures for randomly assigning cases. Note the point in the process when cases are assigned and who will make the assignment. Discuss procedures for ensuring the integrity of the process.

      2. If Using Comparison Sites: Describe criteria for selecting comparison sites and provide data showing comparability of comparison sites to experimental group. Discuss procedures for ensuring that comparison sites do not implement demonstration activities.

      3. If Using Matched Sample: Describe criteria on which cases will be matched and procedures for selecting a matched sample.


    2. Sampling Plan

      Describe the target population, sample sizes and predicted statistical validity. Explain how the sample universe will be selected. If sample selection will continue throughout the demonstration, indicate the period of time for cases to enter and expected rates of entry.

    For each section above, identify the key research question or hypothesis. For each question, identify needed data elements and data sources.

  3. Data Collection

    Describe procedures, instruments and time-frames used to collect data from each source noted above. Describe training and quality control procedures. Note anticipated barriers and plans to address them.

  4. Analysis

    Describe major analyses planned. Identify types of analyses to be completed by the time of the Interim Evaluation Report.

  5. Administrative Data

    Describe any costs of the evaluation that will be incurred after the demonstration ends, and the number of quarters beyond the demonstration in which costs will be claimed.

This information is being collected by the Administration on Children, Youth and Families for States to report on their evaluations of Child Welfare Demonstration Projects.
