The list below includes a range of outcome indicators including, but not limited to, those cited in the Notice of draft child welfare performance goals published in the February 2, 1999 Federal Register. - Comparisons - All outcome analysis should be based on a comparison between the experimental and control groups. The rate of change over time for both groups-from baseline to first and second year after implementation-should also be examined where appropriate. - Cohorts - Depending upon sample sizes, the nature of sample selection, and the nature of and duration of proposed interventions, outcome analysis may be limited to cases which have been in the demonstration for a sufficient period of time to achieve plausible outcomes (e.g., separate analysis of families entering in years 1 and 2). - Subpopulation Analysis -- where appropriate, outcome analysis by key subpopulations should be performed. IV: Cost-Benefit Analysis
This is a difficult component for an interim report since much of the cost and little of the benefit may be observable at this point. Nevertheless it may be helpful to at least identify:
- Costs to date
- Major funding streams
- IV-E savings (if any) or shortfall (if any).
If appropriate, identify the factors that will lead to
cost-neutrality by the project's end.
