CB-ACYF-PI-13-04 - This Program Instruction (PI) provides instruction to states on the June 30, 2013 submission of the Annual Progress and Services Report (APSR) required under Title IV-B of the Act for the Stephanie Tubbs Jones Child Welfare Services (CWS) and Promoting Safe and Stable Families (PSSF) Programs, the Child Abuse Prevention and Treatment Act (CAPTA) State Grant Program; and the Chafee Foster Care Independence Program (CFCIP) and the Education and Training Vouchers (ETV) Program; and the CFS-101, Part I, Annual Budget Request, Part II, Annual Summary of Child and Family Services, and Part III, Annual Expenditure Report—Title IV-B, subparts 1 and 2, CFCIP, and ETV.

The CFSP or APSR, as appropriate, must be accompanied by form CFS-101 and the required assurances and certifications. The CFS-101 provides both the format and instructions for documenting the requirements of the annual report required for the 5-year comprehensive CFSP in order for the state to receive funding.
The components of the APSR submission due by June 30, 2013, are listed below:
- APSR for fiscal year 2013
- The CFS-101, Part I for fiscal year 2013 (Excel 13 KB), which is applicable if the state or tribe has been allotted funds and requests more than its previously submitted request
- The CFS-101, Parts I and II for FY 2014 (Excel 13 KB)
- The CFS-101, Part III for fiscal year 2011 (Excel 13 KB)
- Certifications and assurances, as applicable
- Certification for tribes requesting funds for CFCIP and/or ETV for the first time
- SF-425 Financial Status Report, which is a fillable federal financial reporting form. (Note: Reporting periods can differ by individual program. See ACYF-CB-PI-13-04 for more information.)

Definitions of Child Welfare Activities Allowed Under Title IV-B Subparts 1 and 2 (compiled from the Social Security Act and 45 Code of Federal Regulations) - This document provides definitions of child welfare activities from the Social Security Act and title 45 of the Code of Federal Regulations.
Checklist for the June 30th, 2013 Child and Family Services Report (CFSP)/Annual Progress and Services Report (APSR) Submission - This checklist describes all the required elements of states' CFSPs and APSRs. It was developed to help states ensure their submissions include all required elements. Items on the checklist have been shortened; see Program Instruction ACYF-CB-PI-13-04 for a complete description.
CFSP/APSR Reporting Schedule for States and Tribes - This document provides a schedule of the reporting requirements for states' and tribes' CFSPs and APSRs. Please note that 45 CFR 1357.16(b) says, “The State and Indian Tribe must send the CFSP required for the year and the CFS-101 to the appropriate ACF Regional Office no later than June 30 of the year prior to the fiscal year in which the services will be provided.”

It provides T&TA, research, and consultation on an array of federal requirements, such as the Child and Family Services Reviews.
