Collaboration
This section contains guidance for addressing an Annual Progress and Service Report (APSR) in regard to Collaboration. The information is drawn from guidance in the Program Instruction; the item's location in the Program Instruction is provided below:
- Describe activities in the ongoing process of coordination and collaboration efforts conducted across entire spectrum of the child and family service delivery system. This should include stakeholder or partner involvement in the review of progress made and updates. (See Collaboration [page 5 of PDF].)
- Update the Tribe's description of substantial, ongoing and meaningful collaboration between the child welfare agency and the State or Tribal courts, as appropriate, with regard to the development of the APSR. (See Collaboration [page 5 of PDF].)

Laws
- Indian Child Welfare Act - Established minimum Federal standards for the removal of Indian children from their families (extended families) and for the placement of these children in foster or adoptive homes that reflect Indian culture.
- Title IV-E of the Social Security Act - Promotes State flexibility in the development and expansion of a coordinated child and family services program that utilizes community- based agencies and ensures all children are raised in safe, loving families.

Policy
- Child Welfare Policy Manual (CWPM): Coordination and Duplication - The CWPM conveys mandatory policies that have their basis in Federal law and/or program regulations in regards to Coordination and Duplication.
- PI-07-03 - Issued February 22, 2007 this Program Instruction informs State courts of new requirements under the Court Improvement Program and to provide instructions on actions State courts must take to meet these requirements.

Regulations
- 45 CFR 1357.15 (Child and Family Service Plan [CFSP] Requirements) - Describes the requirements for the development, implementation and phase-in of the five-year comprehensive child and family services plan (CFSP).
- 45 CFR 1357.16 (APSR Requirements) - Requirements for State and Indian Tribes to involve agencies, organizations, and individuals who are a part of the on-going CFSP-related consultation and coordination process.
- 45 CFR 1356 (Title IV-E) - Federal regulation that applies to State programs for foster care maintenance payments, adoption assistance payments, related foster care and adoption administrative and training expenditures, and the independent living services program under Title IV-E of the Act.
- 45 CFR 1355 (General) - Federal regulation that applies to States and Indian Tribes and contains general requirements for Federal financial participation under Titles IV-B and IV-E of the Social Security Act.
- PI-04-01: Current Variances in Title IV-B Provisions of Law and Regulation - Issued February 2, 2004, this appendix to the Program Instruction describes new requirements in title IV-B of the Social Security Act that are relevant to the Child and Family Services Plan and the Annual Progress and Services Report. This appendix may not include all amendments to title IV-B requirements.

Each NRC provides onsite training and technical assistance to States, Tribes, and public child welfare agencies in the preparation and implementation of the Child and Family Services Review process.
