Program Instructions with Short Narrative Descriptions - This section features resources that present history and background from previous Child and Family Service Plan (CFSP)/Annual Progress and Services Report (APSR) submissions.
- PI-94-01 - Issued January 18, 1994, this Program Instruction provides information on the then new Legislation - Family Preservation and Support Services, Title IV-B, Subpart 2. The PI provides information on the Fiscal Year (FY) 1994 application requirements and guidance for developing the FY 1995 five-year State Plan for Family Preservation and Support Services.
- PI-94-03 - Issued January 18, 1994, this Program Instruction provides information on the then new Legislation - Family Preservation and Support Services, Title IV-B, Subpart 2 in regard to Territories. The PI provides information about the Family Preservation and Support Services legislation and to request a decision regarding how each insular area plans to apply for available funds.
- PI-94-04 - Issued January 18, 1994, this Program Instruction provides information on the then new Legislation - Family Preservation and Support Services, Title IV-B, Subpart 2. The PI provides information on the Fiscal Year (FY) 1994 application requirements and guidance for developing the FY 1995 five- year Indian Tribal Plan for Family Preservation and Support Services.
- PI-96-11 - Issued May 21, 1996, this Program Instruction informs all States and eligible Indian Tribes of the requirement for submission of the CFS-101 budget request by June 30, 1996 and of the Annual Progress and Services Report by August 15, 1996 under title IV-B, subpart 2 -- Family Preservation and Family Support Services.
- PI-98-03 - Issued March 5, 1998, this Program Instruction reflects changes to Promoting Safe and Stable Families, instructs States to include 2 new programs: time limited reunification and adoption promotion and support services, instructs States to use 1992 as the year from which to measure maintenance of effort requirements, and other program changes from ASFA.
- PI-99-07 - Issued March 25, 1999, this Program Instruction provides guidance to States and eligible Indian Tribes on actions they are required to take in order to receive their allotments for fiscal year 2000 (subject to the availability of appropriations) and incorporates the CFCIP application instructions.
- PI-00-03 - Issued April 18, 2000, this Program Instruction summarizes the actions required under title IV-B, subparts 1 and 2, CAPTA, and Federal regulations at 45 CFR Part 1357 in order for States and Indian Tribes to receive their allotments for fiscal year (FY) 2001 (subject to the availability of appropriations).
- PI-00-04 - Issued April 20, 2000, this Program Instruction instructs States on how to apply for Fiscal Year 2000 funds under the Chafee Foster Care Independence Program (CFCIP).
- PI-01-03 - Issued February 14, 2001, this Program Instruction summarizes the actions required under title IV-B, subparts 1 and 2 of the Act, the Child Abuse Prevention and Treatment Act (CAPTA), and Federal regulations at 45 CFR Part 1357 in order for States and Indian Tribes to receive their allotments of Federal funds for fiscal year (FY) 2002 under title IV-B and CAPTA (subject to the availability of funds).
- PI-03-05 - Issued June 30, 2003, this Program Instruction provides information on the submission of the APSR, required under Title IV-B of the Social Security Act, CAPTA, and the Chafee Foster Care Independence Program; and the CFS-101 Annual Budget Request and Annual Summary of Child and Family Services.
- PI-04-01 - Issued February 2, 2004, this Program Instruction provides guidance to States on actions they are required to take in order to receive their allotments for FY 2005 (subject to the availability of appropriations) authorized under Title IV-B, subparts 1 and/or 2, Section 106 of CAPTA, the Chafee Foster Care Independence Program, and the Education and Training Vouchers (ETV) Program.
- PI 05-04 - Issued April 29, 2005, this PI provides guidance to current grantees regarding the submission of their APSR and announces the final FY 2005 allotments for States and Territories.
- PI-06-03 - Issued May 16, 2006 this Program Instruction summarizes the actions required under Title IV-B, Subparts 1 and 2 and Section 477 of Title IV-E of the Act, CAPTA and Federal regulations at 45 CFR Part 1357 so that States may receive their allotments of Federal funds for Fiscal Year (FY) 2007 (subject to the availability of appropriations).
- PI-07-07 - Issued March 16, 2007 this Program Instruction provides guidance to Tribes on actions required under Title IV-B, Subparts 1 and 2 of the Act, and Federal regulations at 45 CFR Part 1357 so that Tribes may receive their allotments of Federal funds for Fiscal Year (FY) 2008 (subject to the availability of appropriations).
