Program Support
This section contains guidance for addressing an Annual Progress and Services Report (APSR) in regard to Program Support. The information below is drawn from guidance in Program Instruction; the item's location in the Program Instruction is provided below:
- Describe the Tribe's child welfare services staff development and training plans. (See Program Support [page 6 of PDF].)
- b) Discuss the child and family program's research, evaluation or management information systems and quality assurance systems that will be updated or implemented in the upcoming fiscal year. Specify any additions or changes in services or program design that the Tribe has found particularly effective or ineffective. (See Program Support Program Support [page 6 of PDF].)
- c) Discuss any technical assistance that the Tribe anticipates requesting from CB's training and technical assistance network. (See Program Support [page 6 of PDF].)

Laws
- Indian Child Welfare Act - Established minimum Federal standards for the removal of Indian children from their families (extended families) and for the placement of these children in foster or adoptive homes that reflect Indian culture.
- IM-06-05 - Issued on December 7, 2006, this IM is designed to inform State, Tribal, and Territorial Title IV-B and IV-E agencies of the enactment of the Child and Family Services Improvement Act of 2006, provide basic information about the provisions of this law, and discuss its implications for such agencies. Programs
- Child Welfare Training - Upgrades the skills, knowledge, and qualifications of prospective and current child welfare agency staff and supports special projects for training personnel to work in the child welfare field.

Regulations
- 45 CFR 1357.15 (Child and Family Service Plan [CFSP] Requirements) - Describes the requirements for the development, implementation and phase-in of the five-year comprehensive child and family services plan (CFSP).
- 45 CFR 1357.16 (APSR Requirements) - Requirements for State and Indian Tribes to involve agencies, organizations, and individuals who are a part of the on-going CFSP-related consultation and coordination process.
- 45 CFR 1356 (Title IV-E) - Federal regulation that applies to State programs for foster care maintenance payments, adoption assistance payments, related foster care and adoption administrative and training expenditures, and the independent living services program under Title IV-E of the Act.
- 45 CFR 1355 (General) - Federal regulation that applies to States and Indian Tribes and contains general requirements for Federal financial participation under Titles IV-B and IV-E of the Social Security Act.

- Child Welfare Information Gateway - Provides access to print and electronic publications, websites, and online databases covering a wide range of child welfare topics, including child abuse prevention, family preservation, foster care, domestic and intercountry adoption, search and reunion, and much more. (See also Working With American Indian Families)
- National Resource Centers (NRCs) - NRCs are funded by the Children's Bureau, within ACF, U.S. Department of Health and Human Services. Each NRC provides onsite training and technical assistance to States, Tribes, and public child welfare agencies in the preparation and implementation of the Child and Family Services Review process.
- National Resource Center for Child Welfare Data and Technology (NRC-CWDT) - Provides technical assistance to States, local and Tribal child welfare programs, and courts through examining and analyzing the effective use of automation in meeting data reporting requirements with guidance from the Children's Bureau. Their Technology Tools provide information on utilities that have been developed to assist States with using information to inform policy and practice in child welfare.
- A Native Pathway to Adulthood: Training for Tribal and Non-Tribal Child Welfare Workers: Trainer Manual - From the National Resource Center for Youth Services, this is a training for Tribal and State workers facilitating the transition of older Native American youth from out-of-home care to adulthood.
- Regional Office Program Managers - List of ACF Regional Office Program Managers and their contact information.
- Training Sheet Case Planning (XLS - 19 KB) - Developed by Region IV as an unofficial guide, this "checklist" should be used as a guide to ensure that all of the following information is provided in the Plan for each individual training activity planned to be held during the reporting period covered by this update.
- Training System and Workforce Development - From the National Child Welfare Resource Center for Organizational Improvement (NCWRCOI), which provides T/TA to public State and Tribal child welfare agencies on training systems and workforce development.
- Training Materials - A list of training material provided by the National Resource Center for Organizational Improvement.
- Training System Assessment Guide for Child Welfare Agencies - From the National Resource Center for Organizational Improvement, this Guide provides an approach and tools that a child welfare agency can use to assess its training system. The aim is for a strengths based, participatory assessment process, with broad involvement of internal and external stakeholders.
