Alaska [ State Comment ]

Alaska's comments on their data presented in Child Welfare Outcomes 2001 are as follows:

With regard to information in Section B regarding child maltreatment data, the large increase in child victims in 2001 is largely due to a change in Alaska's methodology for counting child maltreatment victims. Based on instructions from NCANDS, for 2001, children were counted once for each report disposed. In prior years children were counted only once regardless of the number of reports disposed. Therefore, comparisons of 2001 data with prior years' data are not meaningful.

Also, Alaska has had a chronic problem getting investigations properly closed and entered into our MIS. During 2001, an effort was made to officially close and enter data for old investigations. Unfortunately, for many cases the date of entry was entered for the disposition date rather than the date the investigation was actually completed. As a result, data based on the number of investigations disposed during the year, including the number of victims, are overstated in 2001 and understated in previous years.

Alaska does not have data for outcome measures 1.1 and 2.1. These data are based on the NCANDS Child File and Alaska's current MIS cannot produce this file. For 2001, alternative data sources developed for the CFSR show a rate of 24.3 percent recurrence of child maltreatment within 6 months for measure 1.1 and 2.0 percent maltreatment in foster care for measure 2.1. Data for measure 3.2 also are not available from our current MIS.

Alaska [ Federal Comment ]

The following discussion focuses on Alaska's performance with regard to each of the outcomes assessed in the Child Welfare Outcomes Annual Reports to Congress. The Alaska Child and Family Services Review (CFSR) was completed in fiscal year (FY) 2002, and compliance with the national standards was based on data from 2000. The final report for that review is available from [Put CB WEBSITE information here]. A discussion of the implications of CFSR findings for Alaska's performance on the Report to Congress Outcomes is provided in Child Welfare Outcomes 2000.

The State's performance is assessed by examining the percent change in the data for each outcome measure from 1999 to 2001. The percent change was calculated using data carried out to the second decimal point. However, with the exception of outcome measure 2.1, the data presented in the Report to Congress are rounded to one decimal for ease of reading the tables (measure 2.1 must be presented as two decimals because the national standard is less than one percent).

Outcome 1. Reduce recurrence of child abuse and/or neglect
Alaska's attainment of outcome 1 cannot be assessed in the Federal Comment section because the State does not provide data to the National Child Abuse and Neglect Data System (NCANDS) to calculate this outcome. In order to ensure data consistency across States, only data submitted through NCANDS are presented for this outcome in the Report to Congress. However, the State provided data for this outcome for its CFSR using an alternative source. These data are presented in Alaska's CFSR Final Report.

Outcome 2. Reduce the incidence of child abuse and/or neglect in foster care
Alaska's attainment of outcome 2 cannot be evaluated in the Federal Comment section because the State does not provide data to the National Child Abuse and Neglect Data System (NCANDS) to calculate this outcome. To ensure data consistency across States, only data submitted through NCANDS are presented for this outcome in the Report to Congress. However, the State provided data for this outcome for its CFSR using an alternative source. These data are presented in Alaska's CFSR Final Report.

Outcome 3. Increase permanency for children in foster care
In FY 2001, 96.1 percent of children leaving foster care were discharged to permanent homes, which is the highest rate reported nationally. In addition, 78.8 percent of children who were older than age 12 at entry into foster care exited to a permanent home (which is higher than the national median of 72.3), and 27.3 percent of children exiting foster care through emancipation were age 12 or younger at the time of entry (which is lower than the national median of 28.0 percent). With respect to this last measure, there was considerable improvement in performance from FY 1999 to FY 2001 (+40.9 percent change). However, the total number of children reported to AFCARS as emancipated from foster care was small (30 children in FY 1999 and 33 children in FY 2001).

These data suggest that Alaska is generally effective in achieving permanency for children and in ensuring that young children do not "grow up" in foster care. However, the percent of children with a diagnosed disability who left foster care and were discharged to permanent homes cannot be determined, because the State does not provide data relevant to this measure to the Adoption and Foster Care Analysis and Reporting System.

Outcome 4. Reduce time to reunification without increasing re-entry
In FY 2001, the percentage of all reported reunifications occurring within 12 months of a child's entry into foster care was 62.4, which does not meet the national standard of 76.2 percent or more and is lower than the national median of 69.2 percent. Alaska's performance on this measure did not change substantively from FY 1999 to FY 2001.

Alaska's performance with regard to reunification within 12 months must be balanced by the finding that in FY 2001, the percentage of children re-entering foster care within 12 months of discharge from a prior foster care episode was 5.3, which meets the national standard of 8.6 percent or less and is considerably less than the national median of 10.4 percent. However, performance on this measure declined from FY 1999 to FY 2001 (+20.4 percent change).

Outcome 5. Reduce time in foster care to adoption
In FY 2001, the percentage of all finalized adoptions occurring within 24 months of a child's entry into foster care was 20.9, which does not meet the national standard of 32.0 percent or more and is just under the national median of 21.0 percent. In addition, there was a decline in performance on this measure from FY 1999 to FY 2001 (-11.3 percent change).

Outcome 6. Increase placement stability
In FY 2001, the percentage of children who experienced no more than 2 placements during their first 12 months in foster care was 75.8, which does not meet the national standard of 86.7 percent or more and is lower than the national median of 83.3 percent. However, there was a slight improvement in performance on this outcome measure from FY 1999 to FY 2001 (+5.4 percent change). According to the CFSR Final Report, the State believes that the rate of placement change is due to the way the State information system records some placements. When children in foster care must travel to receive medical care, they often are placed in another foster home for an overnight stay because of flight schedules; the State information system counts these nights in temporary foster homes as a placement change. This data issue will need to be examined further before the State's performance with regard to placement stability can be adequately assessed.

Outcome 7. Reduce placements of young children in group homes and institutions
In FY 2001, the percentage of children age 12 or younger placed in a group home or institution was 4.0, which is lower than the national median of 8.7 percent. Performance on this outcome demonstrated substantial improvement from FY 1999 to FY 2001 (- 16.2 percent change).
