Arkansas [ State Comment ]

Arkansas' comments on their data presented in Child Welfare Outcomes 2001 are as follows:

With regard to Section B, Child Maltreatment Data (NCANDS), the number of child fatalities for 2001 should be 21. We have requested that our technical staff revise the DCDC data for this element.

With regard to Section D, the Overview Section indicates that as of 9/30/01, termination of parental rights had been attained for only 31 percent of the children waiting to be adopted. We believe that this is due to the fact that the Children's Reporting and Information System, the State's SACWIS system, was difficult to understand and required staff to complete information with several data elements. The system and this screen were revised in 2002 and data in this area should reflect an accurate percent of termination of parental rights for the next federal fiscal year.

We suggest the report include an Annual Summary of State Child Welfare Data which was included in the Child Welfare Outcomes 1999 Report but was not in the 2000 report. We also suggest the key context statistics include data on the reasons children enter foster care, current case goal and length of time in care by age.

Arkansas [ Federal Comment ]

The following discussion focuses on Arkansas' performance with regard to each of the outcomes assessed in the Child Welfare Outcomes Annual Reports to Congress. The Arkansas Child and Family Services Review (CFSR) was completed in fiscal year (FY) 2001, and compliance with the national standards was based on data from 1999. The final report for that review is available from [Put CB WEBSITE information here]. A discussion of the implications of CFSR findings for Arkansas' performance on the Report to Congress Outcomes is provided in Child Welfare Outcomes 2000.

The State's performance is assessed by examining the percent change in the data for each outcome measure from 1999 to 2001. The percent change was calculated using data carried out to the second decimal point. However, with the exception of outcome measure 2.1, the data presented in the Report to Congress are rounded to one decimal for ease of reading the tables (measure 2.1 must be presented as two decimals because the national standard is less than one percent).

Outcome 1. Reduce recurrence of child abuse and/or neglect
In calendar year (CY) 2001, the rate of recurrence of maltreatment within 6 months was 5.9 percent, which is lower than both the national standard of 6.1 percent or less and the national median of 8.0 percent. However, the State's performance on this measure declined from 1999 to 2001 (+32.0 percent change). In addition, information from the CFSR Final Report suggests that the actual rate of maltreatment recurrence may be higher than the reported rate of recurrence, because the agency does not routinely investigate maltreatment reports as new reports when they are received on families with open child welfare agency cases.

Outcome 2. Reduce the incidence of child abuse and/or neglect in foster care
In CY 2001, the incidence of maltreatment in foster care was 0.26 percent, which meets the national standard of .57 percent or less and is lower than the national median of .47 percent. Performance on this measure improved slightly from 1999 to 2001 (-10.1 percent change).

Outcome 3. Increase permanency for children in foster care
In FY 2001, 83.4 percent of the children exiting foster care were discharged to a permanent home (which is slightly less than the national median of 85.3 percent); 77.2 percent of children with a diagnosed disability exiting foster care were discharged to a permanent home (which is slightly less than the national median of 78.4 percent); and 70.3 percent of children exiting foster care who were older than age 12 when they entered foster care were discharged to a permanent home (which is less than the national median of 72.3 percent). The change in the State's performance relevant to these outcome measures cannot be assessed, because in prior years the level of missing data for this measure exceeded 20 percent for all measures. The data for FY 2001 represent considerable improvement in data reporting for these measures.

Also in FY 2001, the percentage of children emancipated from foster care who were age 12 or younger when they entered foster care was 19.9. Although this percentage is lower than the national median of 28.0 percent, there was a continuous decline in performance on this measure from FY 1999 to FY 2001 (+112.0 percent change). However, only 34 children were reported as emancipated from foster care in FY 1999, compared to 166 children in FY 2001. Consequently, the change may reflect improved reporting for this measure.

Outcome 4. Reduce time to reunification without increasing re-entry
In FY 2001, 85.7 of the children discharged to reunification were reunified within 12 months of the time of their entry into foster care. This exceeds both the national standard of 76.2 percent or more and the national median of 69.2 percent. Change in performance on this outcome cannot be appropriately assessed because of the missing data pertaining to "reason for discharge" information in FY 1999.

Arkansas' high performance with regard to reunification within 12 months is somewhat offset by the finding that in FY 2001, the percentage of children re-entering foster care within 12 months of discharge from a prior foster care episode was 12.1, which does not meet the national standard of 8.6 or less and is higher than the national median of 10.4. In addition, performance on this measure declined from FY 1999 to FY 2001 (+14.8 percent change).

Outcome 5. Reduce time in foster care to adoption
In FY 2001, the percentage of children discharged to a finalized adoption who had been in foster care for 24 months or less was 35.2, which meets the national standard of 32.0 percent or more and exceeds the national median of 21.0 percent. Change in performance on this outcome cannot be appropriately assessed because of the missing data pertaining to "reason for discharge" information in FY 1999 and FY 2000.

Outcome 6. Increase placement stability
In FY 2001, the percentage of children who experienced no more than 2 placements during their first 12 months in foster care was 75.3, which does not meet the national standard of 86.7 percent or more and is less than the national median of 83.3 percent. However, performance on this measure improved from FY 1999 to FY 2001 (+9.7 percent change).

Outcome 7. Reduce placements of young children in group homes and institutions
In FY 2001, the percentage of children age 12 and younger placed in a group home or institution was 9.0, which is only slightly higher than the national median of 8.7. Although performance on this measure did not change from FY 1999 to FY 2001, there was a substantial improvement in performance in FY 2000, with only 3.8 percent of children age 12 and younger reported as being placed in group homes or institutions. However, this may reflect a data quality issue rather than an actual difference in performance.
