Colorado [ State Comment ]

Text to Colorado?s comments on the State data presented in Child Welfare Outcomes 2001: Report to Congress are the following:

With regard to Section B: Maltreatment Overview, there are two factors that impact the percentage of victims identified dropping from 21% in 2000 to 16% in 2001. The first reason is that Colorado?s statewide automated case management system was rolled out in stages and the number of maltreatment victims was a partial count for the year. This number is missing approximately 25% of a true sum total. Because of space restrictions in this response, please see the more complete explanation included with the NCANDS data (in Child Maltreatment 2001). The second reason that this number is markedly lower than the prior year is because of reporting requirements of NCANDS with the Summary Data Component (SDC) specifying reporting on a report date basis and the Detailed Case Data Component (DCDC) specifying reporting on the disposition date of the report.

With regard to Section B: Maltreatment Type, the percentage increase of children for whom maltreatment type is not known is impacted by several factors, including the factor that Colorado is a Juvenile Justice State and assessments/investigations occur that are not a result of abuse and/or neglect. The result of the investigation on such children yields a conclusion that the child is beyond control of the parent. This value translates to "missing" in NCANDS codes.

The data for Section C that indicate 2202 fewer children in care is a result of technical data conversion problems. The 2001A submission was from the old tracking system and the 2001 B submission was from the new SACWIS system. A multitude of data errors have been isolated. It is the intent of the State of Colorado to resubmit 2001and 2002 foster care data with these data conversion issues corrected.

With regard to Outcome Measures 1.1 and 2.1, the NCANDS DCDC file could not be submitted for 2001 because Colorado?s SACWIS was not available to all counties until April 2001.

With regard to Section D, the drop from 1,267 children with parental right?s terminated on September 30, 2000 to 695 for September 30, 2001 reflects the transition time that occurred while learning the data entry within the new SACWIS. The data entry process for termination of parental rights was not consistent across Colorado counties and Colorado child protection workers. However, this has been addressed and the termination of parental rights percentage is much more consistent for 2002. The re-submit of 2001 foster care AFCARS may also indicate a rise in the actual termination of parental rights percentage due to updated data entry subsequent to the current submission.

With regard to Outcome Measure 4.2, Colorado?s re-entry rate has been addressed in their Performance Improvement Plan. Education of removal episode spans and the correct data tracking of these spans are areas of focus, as well as education of workers as to the Federal, State and County local safety factors that contribute to the removal of children from their home and the case planning of returning them home safely.

With regard to Outcome Measure 5.1, the 2001 AFCARS foster care data had some conversion issues that are being corrected. It is expected that a re-submission of 2001 data will yield a percentage less discrepant from the national average. Moreover, the State of Colorado has been an expedited permanency planning State for the last six years and has placed much emphasis on adoption resulting in a high percentage of adoptions occurring in a two-year time frame in previous years.

Colorado [ Federal Comment ]

The following discussion focuses on Colorado?s performance with regard to each of the outcomes assessed in the Child Welfare Outcomes Annual Reports to Congress. The Colorado Child and Family Services Review (CFSR) was completed in fiscal year (FY) 2002, and compliance with the national standards was based on data from 2000. The final report for that review is available from [Put CB WEBSITE information here]. A discussion of the implications of CFSR findings for Colorado?s performance on the Report to Congress Outcomes is provided in Child Welfare Outcomes 2000.

The State?s performance is assessed by examining the percent change in the data for each outcome measure from 1999 to 2001. The percent change was calculated using data carried out to the second decimal point. However, with the exception of outcome measure 2.1, the data presented in the Report to Congress are rounded to one decimal for ease of reading the tables (measure 2.1 must be presented as two decimals because the national standard is less than one percent).

Outcome 1. Reduce recurrence of child abuse and/or neglect
Colorado?s performance on outcome 1 cannot be assessed in the Federal Comment section because the State does not provide data to the National Child Abuse and Neglect Data System (NCANDS) to calculate this outcome. To ensure data consistency across States, only data submitted through NCANDS are presented for this outcome in the Report to Congress. However, the State provided data for this outcome for its CFSR using an alternative source. These data are presented in Colorado?s CFSR Final Report.

Outcome 2. Reduce the incidence of child abuse and/or neglect in foster care
Colorado?s attainment of outcome 2 cannot be assessed in the Federal Comment section because the State does not provide data to NCANDS to calculate this outcome. To ensure data consistency across States, only data submitted through NCANDS are presented for this outcome in the Report to Congress. However, the State provided data for this outcome for its CFSR using an alternative source. These data are provided in Colorado?s CFSR Final Report.

Outcome 3. Increase permanency for children in foster care
In FY 2001, 80.4 percent of children exiting foster care were discharged to a permanent home, which is less than the national median of 85.3 percent. In addition, 71.5 percent of children with a diagnosed disability who exited foster care were discharged to a permanent home (which is less than the national median of 78.4 percent), and 69.2 percent of children exiting foster care who were older than age 12 when they entered foster care were discharged to a permanent home (which is less than the national median of 72.3 percent). Performance on these measures did not change substantively from FY 1999 to FY 2001.

The FY 2001 data also indicate that 22.9 percent of children emancipated from foster care were age 12 or younger at the time of entry, which is less than the national median of 28 percent. Performance on this measure declined substantially from FY 1999 to FY 2001 (+17.3 percent change).

Outcome 4. Reduce time to reunification without increasing re-entry
In FY 2001, the percentage of all reported reunifications occurring within 12 months of children?s entry into foster care was 83.0, which exceeds the national standard of 76.2 percent or more and the national median of 69.2 percent. Performance on this measure did not change substantively from FY 1999 to FY 2001.

Colorado?s high performance with regard to reunification within 12 months must be balanced by the finding that in FY 2001, the percentage of children re-entering foster care within 12 months of discharge from a prior foster care episode was 20.9, which does not meet the national standard of 8.6 or less and is twice the national median of 10.4. Performance on this measure did not change substantively from FY 1999 to FY 2001.

Outcome 5. Reduce time in foster care to adoption
In FY 2001, the percentage of finalized adoptions occurring within 24 months of a child?s entry into foster care was 51.5, which exceeds the national standard of 32.0 percent or more and is considerably higher than the national median of 21.0 percent. It is difficult to assess performance on this measure from FY 1999 to FY 2001 due to variation in the numbers of children adopted, and also because of the discrepancy in FY 1999 between the number of finalized adoptions reported to the Adoption and Foster Care Analysis and Reporting System (AFCARS) Adoption Database (714 finalized adoptions), and the number of children discharged to a finalized adoption as reported to the AFCARS Foster Care Database (295 children discharged to a finalized adoption). While there continues to be a discrepancy between these numbers in FY 2001, the difference is considerably smaller, with 610 finalized adoptions reported to the AFCARS Adoption Database, and 485 children reported as discharged to adoption in the AFCARS Foster Care Database. This suggests an improvement in data quality from FY 1999 to FY 2001.

Outcome 6. Increase placement stability
In FY 2001, the percentage of children who experienced no more than 2 placements during their first 12 months in foster care was 79.1, which does not meet the national standard of 86.7 percent or more and is lower than the national median of 83.3 percent. Performance on this measure declined from FY 1999 to FY 2001 (-9.7 percent change).

Outcome 7. Reduce placements of young children in group homes and institutions
In FY 2001, the percentage of children age 12 or younger placed in a group home or institution was 12.6, which is higher than the national median of 8.7 percent. Performance on this measure exhibited a considerable decline from FY 1999 to FY 2001 (+64.8 percent change).
