Florida [ State Comment ]

Florida?s Comments to be included in Child Welfare Outcomes 2001: Report to Congress are the following:

1. Florida?s high percentage of "Other" maltreatments (shown in Section B: Maltreatment Type) reflects the state category Threatened Harm. Almost a quarter of these relate to domestic violence.

2. The number and rate of child victims (shown in Section B: Maltreatment Overview) increased due to increased reporting and a higher volume of reports closed in the computer system in 2000 and 2001.

3.With regard to Sections C and D, beginning FFY 2000, Florida reported data on Hispanic ethnicity, guardianship, placement date, and number of placements. Data on termination of parental rights and all short-term emergency placements were first reported during FFY 2001. (Prior exclusion of many short-term placements artificially increased length of stay.)

4. Based on the ACF method of creating the annual foster care file and the limitations of the state?s legacy system data, children entering care during the report year, but not recorded in the computer until later, were included, but late discharges were not. Due to this, the federal data show higher entrants than discharges and a higher end count. This also explains why the number in care the first day of one fiscal year is less than the last day of the prior fiscal year. Because the state increased its efforts to enter discharges timely, the number of discharges improved in FFY 2000. FFY 2001 submission from HomeSafenet have corrected this problem.

5. With regard to Section E and outcome measure 5.1, the discrepancy between discharges to adoption in the foster care file and the number of records in the adoption file is being addressed during FFY 2002.

6. Variations in law, rule and practice among states have been shown to have significant impact on the context and outcome data presented in this report. The reader is cautioned against assuming that differences in Florida data compared to other states reflect performance variances. This same issue calls to question the national standards that do not take practice variations into account.

Florida [ Federal Comment ]

The following discussion focuses on Florida?s performance with regard to each of the outcomes assessed in the Child Welfare Outcomes Annual Reports to Congress. The Florida Child and Family Services Review (CFSR) was completed in fiscal year (FY) 2001, and compliance with the national standards was based on data from 1999. The final report for that review is available from Reports and Results of the Child and Family Service Reviews (CFSRs) . A discussion of the implications of CFSR findings for Florida?s performance on the Report to Congress Outcomes is provided in Child Welfare Outcomes 2000.

The State?s performance is assessed by examining the percent change in the data for each outcome measure from 1999 to 2001. The percent change was calculated using data carried out to the second decimal point. However, with the exception of outcome measure 2.1, the data presented in the Report to Congress are rounded to one decimal for ease of reading the tables (measure 2.1 must be presented as two decimals because the national standard is less than one percent).

In calendar year (CY) 2001, the rate of maltreatment recurrence within 6 months was 8.4 percent, which exceeds the national standard of 6.1 percent or less and the national median of 8.0 percent. Performance on this measure declined substantially from 1999 to 2001 (+36.0 percent change).

Outcome 2. Reduce incidence of maltreatment in foster care
In CY 2001, the incidence of maltreatment in foster care was 0.32 percent, which meets the national standard of 0.57 percent and is lower than the national median of 0.47 percent. Data for this measure has exhibited considerable variation from 1999 (.87 percent) to 2000 (.14 percent) and to 2001 (.32 percent). This suggests that changes may be attributed to factors other than an actual change in performance, such as the small number of children involved as well as data entry and/or reporting issues.

Outcome 3. Increase permanency for children in foster care
In FY 2001, 91.9 percent of children leaving foster care were discharged to permanent homes (which is higher than the national median of 85.3 percent); 84.4 percent of children with a diagnosed disability who exited foster care were discharged to permanent homes (which is higher than the national median of 78.4 percent); and 72.9 percent of children who were older than age 12 at the time of entry into foster care were discharged to permanent homes (which is about equal to the national median of 72.3 percent). Performance on all three of these measures exhibited substantial improvement from FY 1999 to FY 2001, ranging from +6.7 percent change to +29.0 percent change.

Also in FY 2001, 28.5 percent of children exiting foster care through emancipation were age 12 or younger at the time of entry, which is about equal to the national median of 28 percent. Performance on this measure did not change substantively from FY 1999 to FY 2001. These findings suggest that although the State is generally effective in achieving permanency for children in foster care, there are a substantial percentage of children who may be said to have “grown up” in the foster care system.

Outcome 4. Reduce time to reunification without increasing re-entry
In FY 2001, the percentage of all reunifications occurring within 12 months of a child?s entry into foster care was 50.2, which is less than the national standard of 76.2 percent or more and the national median of 69.2 percent. Performance on this measure improved from FY 1999 to FY 2001 (+12.6 percent change).

Florida?s performance with regard to reunifications occurring within 12 months must be balanced by the finding that in FY 2001, the percentage of children re-entering foster care within 12 months of discharge from a prior foster care episode was 5.3, which is less than both the national standard of 8.6 percent or less and the national median of 10.3 percent. Performance on this measure did not exhibit a substantive change from FY 1999 to FY 2001.

Outcome 5. Reduce time in foster care to adoption
In FY 2001, the percentage of all finalized adoptions occurring within 24 months of a child?s entry into foster care was 29.6, which does not meet the national standard of 32.0 percent or more, but is higher than the national median of 21.0 percent. Florida?s performance on this measure declined between FY 1999 and FY 2001 (-31.9 percent change). However, variation in the data over the 3-year time span indicates that change may be attributed to data quality issues rather than to actual performance.

Outcome 6. Increase placement stability
In FY 2001, the percentage of children who experienced no more than 2 placements during their first 12 months in foster care was 86.4, which is slightly less than the national standard of 86.7 percent or more, but is higher than the national median of 83.3 percent. Performance on this measure from FY 1999 to FY 2001 cannot be assessed because of missing data in FY 1999. However, performance did not exhibit a substantive change from FY 2000 to FY 2001.

Outcome 7. Reduce placements of young children in group homes and institutions
In FY 2001, the percentage of children 12 years or younger at the time of entry into foster care who were placed in a group home or institution was 5.6. This is less than the national median of 8.7 percent. Performance on this measure declined from 1.4 percent in FY 1999 to 5.6 percent in 2001.
