Louisiana's comments on the State data presented in Child Welfare Outcomes 2001: Report to Congress are the following:

Louisiana is committed to reporting accurate child welfare data. Current projects entail utilizing technical assistance from the NCANDS project and the National Resource Center for Information Technology in Child Welfare to re-map the programming code to produce the NCANDS and AFCARS data sets. Louisiana still operates its child welfare data system from a 17-year-old main frame system. Inaccuracies can result from the conversion of the data from the main frame to the AFCARS and NCANDS data sets.

Louisiana [ Federal Comment ]

The following discussion focuses on Louisiana's performance with regard to each of the outcomes assessed in the Child Welfare Outcomes Annual Reports to Congress. The Louisiana Child and Family Services Review (CFSR) was completed in fiscal year (FY) 2003, and compliance with the national standards was based on data from 2001. The final report for that review is available from Reports and Results of the Child and Family Service Reviews (CFSRs) . A discussion of the implications of CFSR findings for Louisiana's performance on the Report to Congress Outcomes is provided in below.

The State's performance is assessed by examining the percent change in the data for each outcome measure from 1999 to 2001. The percent change was calculated using data carried out to the second decimal point. However, with the exception of outcome measure 2.1, the data presented in the Report to Congress are rounded to one decimal for ease of reading the tables (measure 2.1 must be presented as two decimals because the national standard is less than one percent).

Outcome 1. Reduce recurrence of child abuse and/or neglect
In calendar year (CY) 2001, the rate of maltreatment recurrence in less than 6 months was 6.8 percent, which does not meet the national standard of 6.1 percent or less, but is less than the national median of 8.0 percent. Performance on this measure improved from 1999 to 2001 (-6.3 percent). CFSR Final Report information identified the following as potential barriers to preventing maltreatment recurrence: (1) inconsistent safety and service needs assessments; (2) insufficient services to children and parents in some case, particularly cases in which children remain in their own homes; and (3) inconsistencies with regard to the frequency of caseworker visits with parents in cases in which children remain in their own homes.

Outcome 2. Reduce incidence of maltreatment in foster care
In CY 2001, the incidence of maltreatment in foster care was 0.58 percent, which does not quite meet the national standard of 0.57 percent or less and is higher than the national median of 0.47 percent. Performance on this measure improved from 1999 to 2001 (-15.6 percent change).

Outcome 3. Increase permanency for children in foster care
In FY 2001, 72.2 percent of children exiting foster care were discharged to permanent homes (which is less than the national median of 85.3 percent); 53.3 percent of children with a diagnosed disability who exited foster care were discharged to permanent homes (which is less than the national median of 78.4 percent); and 42.2 percent of children exiting foster care who entered foster care when they were older than age 12 were discharged to permanent homes (which is considerably less than the national median of 72.3). Louisiana's performance related to attaining permanency for children leaving foster care declined from FY 1999 to FY 2001 on all three indicators (ranging from -9.6 percent change to -21.6 percent change).

Also in FY 2001, 51.1 percent of children exiting foster care through emancipation were age 12 or younger at the time of entry into foster care (which is greater than the national median of 28.0). There were no substantive changes in performance on this measure from FY 1999 to FY 2001.

These data suggest that Louisiana is not consistently effective at achieving permanency for children in foster care and is not consistently effective at ensuring that children who enter foster care at a young age do not "grow up" in foster care. Information from the CFSR Final Report suggests that performance on these measures may be attributed to a practice of maintaining the goal of reunification for long periods of time even when the prognosis for attaining that goal is poor.

Outcome 4. Reduce time to reunification without increasing re-entry In FY 2001, the percentage of all reunifications occurring within 12 months of children's entry into foster care was 65.0, which does not meet the national standard of 76.2 percent or more and is less than the national median of 69.2 percent. However, Louisiana's performance on this measure improved from FY 1999 to FY 2001 (+13.1 percent change), with most of the improvement occurring between FY 1999 and FY 2000.

Louisiana's performance with regard to reunifications within 12 months must be balanced by the finding that in FY 2001, the percentage of children re-entering foster care within 12 months of discharge from a prior foster care episode was 7.8, which meets the national standard of 8.6 percent or less and is less than the national median of 10.4 percent. However, performance on this measure declined from FY 1999 to FY 2001 (+15.2 percent change). Information from the CFSR Final Report suggests that performance on this measure may be attributed in part to the following: (1) extensive post-reunification monitoring and supervision, and (2) provision of family preservation and community-based programs.

Outcome 5. Reduce time in foster care to adoption
In FY 2001, the percentage of all adoptions finalized within 24 months of a child's entry into foster care was 11.7, which does not meet the national standard of 32.0 percent or more and is less than the national median of 21.0 percent. Performance on this measure improved slightly from FY 1999 to FY 2001 (+7.1 percent change). Information from the CFSR Final Report identifies the following as potential barriers to timely adoptions: (1) financial "disincentives" for adoptive parents, including the requirement that they must pay attorney fees and that adoption subsidy rates are substantially lower than foster care board rates; and (2) delays in the termination of parental rights (TPR) process, which often occur because judges do not consider that the State has made reasonable efforts to provide services to families to support reunification.

Outcome 6. Increase placement stability
In FY 2001, the percentage of children who were in foster care for less than 12 months and experienced no more than 2 placements was 83.3, which does not meet the national standard of 86.7 percent or more, but is equal to the national median. Louisiana's performance on this measure did not change substantively from FY 1999 to FY 2001. Information from the CFSR Final Report indicates that difficulties with placement stability may be due to insufficient evaluations of children's needs in making placement decisions. However, the Final Report also notes that the agency is effective in providing mentoring and respite care to foster parents when problems arise.

Outcome 7. Reduce placements of young children in group homes and institutions
In FY 2001, the percentage of children age 12 or younger placed in a group home or institution was 7.7, which is less than the national median of 8.7 percent. Louisiana's performance on this measure did not change from FY 1999 to FY 2001.
