Oklahoma [ State Comment ]

Oklahoma's comments on State data presented in Child Welfare Outcomes 2001: Report to Congress are the following:

The data in Context Data Section D, Children Whose Parental Rights Have Been Terminated are inaccurate. The programming error has been corrected and the 2002A and 2002B files will be resubmitted with the 2003A file.

With regard to the data for Outcome Measure 7.1 Reduce Placements of Young Children in Group Homes or Institutions, Oklahoma includes brief stays in shelters in the group home category of placement settings. This may account for the higher percentages Oklahoma has in group home settings as compared to other states.

With regard to Child Welfare Context Data, Section A, Child Maltreatment Victims, an alternative response system was implemented in April 1999. Changes in overall and individual findings were made in May 2000. Effective December 2000, children assessed under the alternative response system were no longer reported to NCANDS as victims. These changes resulted in a decrease in the number of child maltreatment victims and the victimization rate for Oklahoma after 2000.

Oklahoma [ Federal Comment ]

The following discussion focuses on Oklahoma's performance with regard to each of the outcomes assessed in the Child Welfare Outcomes Annual Reports to Congress. The Oklahoma Child and Family Services Review (CFSR) was completed in fiscal year (FY) 2002, and compliance with the national standards was based on data from 2000. The final report for that review is available from Reports and Results of the Child and Family Service Reviews (CFSRs) . A discussion of the implications of CFSR findings for Oklahoma's performance on the Report to Congress Outcomes is provided in Child Welfare Outcomes 2000.

The State's performance is assessed by examining the percent change in the data for each outcome measure from 1999 to 2001. The percent change was calculated using data carried out to the second decimal point. However, with the exception of outcome measure 2.1, the data presented in the Report to Congress are rounded to one decimal for ease of reading the tables (measure 2.1 must be presented as two decimals because the national standard is less than one percent).

Outcome 1. Reduce recurrence of child abuse and/or neglect
In calendar year (CY) 2001, the rate of maltreatment recurrence within 6 months of a prior substantiated report was 9.8 percent, which is higher than both the national standard of 6.1 percent or less and the national median of 8.0 percent. Oklahoma's performance on this measure improved from 1999 to 2001 (-16.6 percent change).

Outcome 2. Reduce incidence of maltreatment in foster care
In CY 2001, the incidence of maltreatment in foster care was 1.40 percent, which is higher than both the national standard of 0.57 percent or less and the national median of 0.47 percent. Oklahoma's performance on this measure declined from 1999 to 2001 (+45.8 percent change).

Outcome 3. Increase permanency for children in foster care
In FY 2001, 90.9 percent of children leaving foster care were discharged to permanent homes (which is higher than the national median of 85.3 percent); 78.2 percent of children with a diagnosed disability who exited foster care were discharged to permanent homes (which is just below the national median of 78.4 percent); and 77.2 percent of children who were older than age 12 at the time of entry into foster care exited to permanent homes (which is greater than the national median of 72.3 percent). However, 33.6 percent of children exiting foster care through emancipation were age 12 or younger at the time of entry into foster care (which is higher than the national median of 28.0 percent). These data suggest that the State is effective in attaining permanency for children, including children who are older than age 12 when they enter foster care, but is not consistently effective in ensuring that children do not "grow up" in foster care.

Oklahoma's performance with regard to the percentage of children leaving foster care who were discharged to permanent homes, including children with a diagnosed disability and children who were older than age 12 at the time of entry, improved from FY 1999 to FY 2001. Performance related to the percentage of children exiting foster care through emancipation who were age 12 or younger at the time of entry into foster care also improved from FY 1999 to FY 2002 (-7.7 percent change).

Outcome 4. Reduce time to reunification without increasing re-entry
In FY 2001, the percentage of all reunifications occurring within 12 months of a child's entry into foster care was 78.6, which exceeds both the national standard of 76.2 percent or more and the national median of 69.2 percent. Oklahoma's performance on this measure did not change substantively from FY 1999 to FY 2001.

Oklahoma's success with regard to reunification within 12 months must be balanced by the finding that in FY 2001, the percentage of children re-entering foster care within 12 months of discharge from a prior foster care episode was 13.5, which exceeds both the national median of 10.4 percent and the national standard of 8.6 percent or less. Information from the CFSR Final Report notes that the State believes that the actual re-entry rate is lower than the reported rate, because some children who are reported as reunified in the automated system actually remain in Department custody and are on a trial home visit. When these children come back into foster care for safety reasons, it is recorded as a re-entry even though the child has remained in State custody. Despite this issue, Oklahoma exhibited continuous improvement from FY 1999 to FY 2001 (-21.8 percent change).

Outcome 5. Reduce time in foster care to adoption
In FY 2001, the percentage of all finalized adoptions occurring within 24 months of a child's entry into foster care was 25.4, which does not meet the national standard of 32.0 percent or more, but is higher than the national median of 21.0 percent. Performance on this measure declined from 1999 to 2001 (-8.7 percent change). According to information from the CFSR Final Report, the State believes that the actual percentage of finalized adoptions occurring within 24 months of entry into foster care is lower than the reported rate because the State has been coding adoptive placements as discharges to adoption to the Adoption and Foster Care Analysis and Reporting System, rather than only reporting finalized adoptions, as is required by the data measure.

Outcome 6. Increase placement stability
In FY 2001, the percentage of children in foster care for less than 12 months who experienced no more than 2 placements was 73.8, which is less than both the national standard of 86.7 percent or more and the national median of 83.3 percent. Oklahoma's performance on this measure did not change substantively from FY 1999 to FY 2001.

Outcome 7. Reduce placements of young children in group homes and institutions
In FY 2001, the percentage of children age 12 or younger placed in a group home or institution was 16.3, which is higher than the national median of 8.7 percent. Oklahoma's performance on this measure declined from FY 1999 to FY 2001 (+9.5 percent change).
