Wisconsin's comments on State data presented in Child Welfare Outcomes 2001: Report to Congress are the following:

The Wisconsin child welfare program is primarily county-operated, except for the special needs adoption program and child welfare services in Milwaukee County, which are operated by DCFS. The State is currently implementing a new WiSACWIS system, however, much of the data for the years in this report is from legacy systems.

Wisconsin currently reports child maltreatment data for NCANDS using the SDC format. The child maltreatment data shown for 1998 to 2000 is not complete due to the timing of the NCANDS data submission. Processing of maltreatment reports from county agencies for the prior calendar year is not complete by the due date of the annual NCANDS report. Wisconsin has submitted updated NCANDS reports for those years and the complete maltreatment information for Wisconsin is:

The legacy systems do not permit computation of recurrence of maltreatment or maltreatment of children in foster care. Measurement of both of these outcomes will be possible once the WiSACWIS system is implemented statewide.

For foster care, the population served in Wisconsin includes children who were placed due to voluntary placement agreements, maltreatment, status offenses, and delinquent behaviors. The foster care caseload numbers for FFY 1999 through FFY 2001 are incomplete and Wisconsin is submitting updated AFCARS files for those years, which will include WiSACWIS data for Milwaukee County beginning in FFY 2000. The inclusion of WiSACWIS data will result in more complete entry and exit counts and more accurate median length of stay figures. The "Other" reasons for exit include reaching age of majority and transfer to a correctional or mental health institution. Wisconsin uses guardianship as a permanency outcome, but data are not captured in the legacy system showing exits to guardianship.

The adoption data show the total number of finalized adoptions for children with special needs for whom the adoptive parents received Adoption Assistance. Some exits to adoption may not be reflected in the foster care data due to the transition to WiSACWIS. In addition, some children were adopted from outside of the foster care system.

Wisconsin [ Federal Comment ]

The following discussion focuses on Wisconsin's performance with regard to each of the outcomes assessed in the Child Welfare Outcomes Annual Reports to Congress. The Wisconsin Child and Family Services Review (CFSR) was completed in fiscal year (FY)2003, and compliance with the national standards was based on data from 2001. The final report for that review is available from Reports and Results of the Child and Family Service Reviews (CFSRs) . A discussion of the implications of CFSR findings for Wisconsin's performance on the Report to Congress Outcomes is provided below.

The State's performance is assessed by examining the percent change in the data for each outcome measure from 1999 to 2001. The percent change was calculated using data carried out to the second decimal point. However, with the exception of outcome measure 2.1, the data presented in the Report to Congress are rounded to one decimal for ease of reading the tables (measure 2.1 must be presented as two decimals because the national standard is less than one percent).

Outcome 1. Reduce recurrence of child abuse and/or neglect
Wisconsin's performance on outcome 1 cannot be assessed as part of the Federal Comment section because the State does not provide data to the National Child Abuse and Neglect Data System (NCANDS) for calculating this outcome. To ensure data consistency across States, only data submitted through NCANDS are presented for this outcome in the Report to Congress. However, the State provided data for this outcome for its CFSR using an alternative source. These data are presented in Wisconsin's CFSR Final Report.

Outcome 2. Reduce incidence of maltreatment in foster care
Wisconsin's performance on outcome 2 cannot be assessed as part of the Federal Comment section because the State does not provide data to the National Child Abuse and Neglect Data System (NCANDS) for calculating this outcome. To ensure data consistency across States, only data submitted through NCANDS are presented for this outcome in the Report to Congress. However, the State provided data for this outcome for its CFSR using an alternative source. These data are presented in Wisconsin's CFSR Final Report.

Outcome 3. Increase permanency for children in foster care
In FY 2001, 72.3 percent of children leaving foster care were discharged to permanent homes (which is less than the national median of 85.3 percent); 73.7 percent of children with a diagnosed disability who exited foster care were discharged to permanent homes (which is the lower than the national median of 78.4); and 64.2 percent of children exiting foster care who were older than age 12 at the time of entry into foster care were discharged to permanent homes (which is lower than the national median of 72.3 percent). Performance related to these indicators did not change substantively from FY 1999 to FY 2001.

Also in FY 2001, 19.2 percent of the children who were emancipated from foster care in FY 2001 were age 12 or younger when they entered foster care, which is lower than the national median of 28.0 percent. However, performance on this measure declined from FY 1999 to FY 2001 (+40.0 percent change). Overall, these data suggest that the State is not consistently effective in achieving permanency for children in foster care; however, the State is more effective in ensuring that children who enter foster care at young ages do not "grow up" in foster care.

Information from the CFSR Final Report identifies the following potential barriers to achieving permanency: (1) appropriate permanency goals are not consistently established in a timely manner; (2) there are significant delays in seeking and obtaining termination of parental rights (TPR), and (3) agency efforts to locate and assess relatives as placement and permanency resources are inconsistent.

Outcome 4. Reduce time to reunification without increasing re-entry
In FY 2001, the percentage of all reunifications occurring within 12 months of a child's entry into foster care was 80.6, which meets the national standard of 76.2 percent or more and is greater than the national median of 69.2 percent. Performance on this measure improved from FY 1999 to FY 2001 (+7.4 percent change).

Wisconsin's performance with regard to reunifications within 12 months of entry into foster care must be balanced by the finding that in FY 2001, the percentage of children re-entering foster care within 12 months of discharge from a prior foster care episode was 31.0. This performance does not meet the national standard of 8.6 percent or less and is the highest rate reported nationally. Performance on this measure declined from FY 1999 to FY 2001 (+39.1 percent change).

Outcome 5. Reduce time in foster care to adoption
In FY 2001, the percent of all adoptions finalized within 24 months of a child's entry into foster care was 21.2, which does not meet the national standard of 32.0 percent or more, but is just above the national median of 21.0 percent. Performance on this measure improved from FY 1999 to FY 2001 (+10.7 percent change). The State does not believe that these adoption data are correct and is resubmitting data regarding adoption to AFCARS. Information in the CFSR Final Report identifies the following as potential barriers to timely adoptions: (1) delays filing for TPR, and (2) delays in scheduling court time for TPR hearings and appeals.

Outcome 6. Increase placement stability
In FY 2001, the percentage of children who were in foster care for less than 12 months and experienced no more than 2 placements was 95.4, which meets the national standard of 86.7 percent or more and is greater than the national median of 83.3 percent. Performance on this measure did not change substantively from FY 1999 to FY 2001. Information in the CFSR Final Report suggests that the agency works to minimize placement changes for children in foster care through competency-based pre-service training for foster parents and through early identification and assessment of children's service needs.

Outcome 7. Reduce placements of young children in group homes and institutions
In FY 2001, the percentage of children age 12 or younger placed in a group home or institution was 9.0, which is just above the national median of 8.7 percent. Performance on this measure declined from FY 1999 to FY 2001 (+57.7 percent change).
