West Virginia?s comments on State data presented in Child Welfare Outcomes 2001: Report to Congress are the following:
The data presented in Section D may be somewhat misleading. The 731 children awaiting adoption includes all children who have been assigned adoption as a goal while the data on children whose parental rights have been terminated includes only those situations where termination has been obtained and reported for both parents. The termination of the rights of absent and non-custodial parents is frequently accomplished and reported at a date subsequent to establishing adoption as a plan for the child.
The substantial percentage of children exiting foster care for which the report indicates no information for exit reason in all likelihood results from how our submission is interpreted in the report. The West Virginia data system contains and reports a number of reasons for exiting foster care that are not recognized in the Annual Report. We assume exits associated with these values were translated as missing data.
The lack of information on the exit of disabled children is also a concern of ours. We are currently investigating the extraction procedures to determine if a processing error may be resulting in this situation.
We believe that the information presented for Outcome Measure 4.2 is correct. The abnormally low percentage of children reentering care previously reported led us to undertake an extensive review of this area. The review resulted in the institution of a number of improvements which yielded a much more accurate portrayal of the re-entry situation. Therefore, the increase in re-entry resulted from reporting improvements and not an actual change in the numbers of children re-entering care.
The following discussion focuses on West Virginia?s performance with regard to each of the outcomes assessed in the Child Welfare Outcomes Annual Reports to Congress. The West Virginia Child and Family Services Review (CFSR) was completed in fiscal year (FY) 2002, and compliance with the national standards was based on data from 2000. The final report for that review is available from Reports and Results of the Child and Family Service Reviews (CFSRs) . A discussion of the implications of CFSR findings for West Virginia?s performance on the Report to Congress Outcomes is provided in Child Welfare Outcomes 2000.
The State?s performance is assessed by examining the percent change in the data for each outc ome measure from 1999 to 2001. The percent change was calculated using data carried out to the second decimal point. However, with the exception of outcome measure 2.1, the data presented in the Report to Congress are rounded to one decimal for ease of reading the tables (measure 2.1 must be presented as two decimals because the national standard is less than one percent).
Outcome 1. Reduce recurrence of child abuse and/or neglect
In calendar year (CY) 2001, the State?s rate of maltreatment recurrence within 6 months was 5.7 percent, which meets the national standard of 6.1 percent or less and is lower than the national median of 8.0 percent. There was no substantive change in performance from 1999 to 2001.
Outcome 2. Reduce the incidence of child abuse and/or neglect in foster care
In CY 2001, the reported incidence of maltreatment in foster care was 0.02 percent. However, an assessment of the State?s performance on this measure is not possible because, as noted in the State Comment section in Child Welfare Outcomes 2000, the data used to calculate this measure are incorrect. The State Comment section also notes that revisions have been made to the automated case management information system to ensure accurate reporting of data for this measure in the future.
Outcome 3. Increase permanency for children in foster care
The State?s performance relevant to this outcome cannot be assessed because the State did not report “reason for discharge” information to the Federal Adoption and Foster Care Analysis and Reporting System (AFCARS) for 38.2 percent of children who exited foster care in FY 2001.
Outcome 4. Reduce time to reunification without increasing re-entry
The State?s performance with regard to outcome 4 must be considered in the context of the fact that 38.2 percent of children reported to AFCARS as exiting foster care in FY 2001 did not have "reason for discharge" information. Because some of these children may have been reunified at discharge, the percentage of children reunified within 12 months cannot be accurately established. For those children who were reported as reunified, 72.2 percent were reunified within 12 months of entry into foster care, which does not meet the national standard of 76.2 percent, but is higher than the national median of 69.2 percent. West Virginia?s performance on this measure declined from FY 1999 to FY 2001 (-6.6 percent change).
Also in FY 2001, the percentage of children re-entering foster care within 12 months of discharge from a prior foster care episode was 9.1, which does not meet the national standard of 8.6 percent, but is lower than the national median of 10.4 percent. Change in performance on this measure cannot be assessed because information provided in the State Comment indicates that data used to calculate this measure in previous years were inaccurate.
Outcome 5. Reduce time in foster care to adoption</p>
The State?s performance with regard to outcome 5 must be considered in the context of the fact that 38.2 percent of children who exited foster care in FY 2001 did not have "reason for discharge" information. Since it is possible that some of these children may have been adopted, the missing data suggest that the actual percentage of children adopted within 24 months of entry into foster care cannot be established. The data that are available for this outcome indicate that in FY 2001, the percentage of all reported finalized adoptions that occurred within 24 months of a child?s entry into foster care was 26.4, which is lower than the national standard of 32.0 percent or more, but higher than the national median of 21.0.
Outcome 6. Increase placement stability
In FY 2001, the percentage of children who experienced no more than 2 placements during their first 12 months in foster care was 83.6, which is lower than the national standard of 86.7 percent or more, but just above the national median of 83.3. Change in performance on this measure cannot be assessed because of data quality issues. According to information provided in the CFSR Final Report, the State believes that the reported percentage of children experiencing no more than 2 placements was likely to be inaccurate, because the State information system only tracked when a child moved from one private child placement agency to another and not when a child moved from one foster care placement to another.
Outcome 7. Reduce placements of young children in group homes and institutions
In FY 2001, the percentage of children age 12 or younger placed in a group home or institution was 10.4, which exceeds the national median of 8.7 percent. Performance on this measure declined from FY 1999 to FY 2001 (+38.7 percent change).
