The following are Kansas comments on the State's data presented in Child Welfare Outcomes 2003: Report to Congress.

Section B (Maltreatment Information Overview): With regard to 2001 child maltreatment data, Kansas did not report all children who were the subject of an investigation. In 2001, Kansas only reported those children who were substantiated as victims in that reporting period, thus the reason for such a low number of children compared to other years in the report. The oversight in reporting population was corrected for 2002 and 2003. Readers may notice a decline in the number and rate of victims between 2001 and 2003. The number of reports assigned to investigate maltreatment in Kansas decreased approximately 16 percent between 2000 and 2003, thus the decline in number of victims.

Section C (Children in Foster Care): In recent months, Kansas has worked with Region VII and the National Resource Center to address the issue of cases dropping between reporting periods. Issues with data entry accuracy and system programming for transfers of custody between the state child welfare and juvenile justice agency have resulted in case closures that are not included in AFCARS discharge information. Absence of accurate discharge information results in underreporting of children who exit foster care.

Section E (Children Adopted): Readers may notice in Section E that Kansas had 544 adoptions finalized. However, data for outcome measure 5.1 reflect that only 438 children exited care due to adoption. The discrepancy between these two figures is related to the above issue; cases not accurately reported as discharged (for reason of adoption). In addition, because reporting of discharges to adoption achieved acceptable accuracy in Kansas in 2003, data displayed for years 2000 to 2002 in 3.2 Exits of Children with Disabilities; and 5.2 Time to Adoption is not an accurate reflection of Kansas activity for those periods of time.

With regard to outcomes performance, a priority for Kansas is that all children in out of home placement reside in a family like setting, and our work in communities to achieve this goal is reflected in outcome measure 7.1. Kansas performance with timely permanency and stable placements continues to be a focus for this state. Work to improve performance to meet national data standards and outcomes is ongoing.

The following is a discussion of Kansas performance on the national outcomes established for the Report to Congress. The discussion focuses on the State's performance in 2003 and on change in performance over time. Change over time was determined by calculating the percent change in performance from 2000 to 2003. A percent change that was less than 5.0 in either direction (i.e., positive or negative) was considered to represent "no change in performance."

Outcome 1. Reduce recurrence of child abuse and/or neglect

In 2003, 7.1 percent of the children in Kansas who were victims of maltreatment during the first 6 months of the year experienced another maltreatment incident within a 6-month period (measure 1.1). This percent is equal to the 2003 national median and represents an improvement in performance from 2000 to 2003 (-9.0 percent change).

The decrease from 2000 to 2003 in the percentage of children experiencing maltreatment recurrence corresponded to a decrease in the rate of child maltreatment victims from 2000 (11.8 child victims per 1,000 children in the population) to 2003 (8.2 child victims per 1,000 children in the population). In 2003, the national median was 10.6 child victims per 1,000 children in the population.

Outcome 2. Reduce the incidence of child abuse and/or neglect in foster care

In 2003, 0.45 percent of the children in foster care in Kansas were found to be maltreated by a foster parent or facility staff member (measure 2.1). Although this percent exceeds the national median of 0.39 percent, it represents an improvement in performance from 2000 to 2003 (-8.2 percent change).

Outcome 3. Increase permanency for children in foster care

In 2003, 85.1 percent of children exiting foster care in Kansas (measure 3.1) were discharged to a permanent home, which is slightly less than the national median of 86.3 percent. Also, 67 percent of the children exiting foster care who were older than age 12 when they entered foster care were discharged to a permanent home (measure 3.3), which is less than the national median of 72.2 percent. In contrast, 96.6 percent of children exiting foster care who had a diagnosed disability were discharged to a permanent home (measure 3.2), which is considerably higher than the national median of 79.5 percent.

In 2003, 16.7 percent of the children reported as emancipated from foster care (either through legal action or because they reach the age of majority) entered foster care when they were age 12 or younger (measure 3.4). This percent not only is less than the national median of 29.6 percent, but also represents a performance improvement from 2000 to 2003 (-14.4 percent change).

There were no real differences with regard to exits to permanency as a function of children's race or ethnicity (measure 3.5). (This was assessed only when a particular race or ethnicity accounted for at least 10 percent of the exits from foster care.) White (non-Hispanic) children exiting foster care were as likely to be discharged to a permanent home (85.5 percent) as were Black (non-Hispanic) children exiting foster care (83.3 percent). However, the percent of Black (non-Hispanic) children in the foster care population (21.3 percent) was more than three times the percent of Black (non-Hispanic) children in the State's child population (6.7 percent).

Outcome 4. Reduce time in foster care to reunification without increasing re-entry

In 2003, only 43.9 percent of all reunifications occurred within 12 months of a child's entry into foster care (measure 4.1). This percent is not only less than the national median of 72.0 percent, but also represents a decline in performance on the measure from 2000 to 2003 (-8.2 percent change). In addition, 7.5 percent of reunifications occurred after the child had been in foster care for at least 36 months, which is more than the national median of 3.5 percent.

Although Kansas had a relatively low percent of reunifications occurring within 12 months of a child's entry into foster care, the State also had a low percentage of re-entries occurring within 12 months of a prior episode (measure 4.2). In 2003, 3.4 percent of the children entering foster care in Kansas were re-entering within 12 months of a prior episode. This percent not only is less than the national median of 9.5, but also represents an improvement in performance from 2000 to 2003 (-20.9 percent). However, there also was a substantial increase from 2000 to 2003 in the percent of children entering foster care who were re-entering more than 12 months after a prior episode (+400 percent change). Overall, 33.9 percent of all children entering foster care in 2003 had been in foster care at a prior time.

Outcome 5. Reduce time in foster care to adoption

In 2003, 15.3 percent of all finalized adoptions in Kansas occurred within 24 months of a child's entry into foster care (measure 5.1), which is less than the national median of 23.9 percent. Kansas performance cannot be compared over time because in 2000, 2001, and 2002, there was a discrepancy between the number of adoptions reported to the Federal Adoption and Foster Care Analysis and Reporting System (AFCARS) foster care file and the number reported to the AFCARS adoption file.

Outcome 6. Increase placement stability

In 2003, 69.4 percent of the children in foster care in Kansas for less than 12 months experienced no more than two placement settings (measure 6.1). This percent is less than the national median of 84.2 percent and is among the lowest in the nation. Also in 2003, 47.5 percent of the children in foster care for at least 12 months, but less than 24 months, experienced no more than two placement settings, which is less than the national median of 59.1 percent.

Outcome 7. Reduce placements of young children in group homes and institutions

In 2003, 2.6 percent of the children entering foster care in Kansas who were age 12 or younger were placed in a group home or institution (measure 7.1). This percent not only is less than the national median of 8.3 percent, but also represents improved performance from 2000 to 2003 (-42.0 percent change).
