The following are Oregon's comments on the State's data presented in Child Welfare Outcomes 2003: Report to Congress.

Section B (Maltreatment Information Overview): The number of children who were the subject of an investigated report alleging maltreatment increased from 2000 (27, 616 children) to 2003 (32,694 children.) However, the number of child victims (i.e., subjects of a substantiated or indicated report) declined over that time span. The result is that the percentage of substantiated or indicated investigated allegations declined from 41.2 in 2000 to 31.7 in 2003. The decrease in number of victims from 2001 to 2003 is due to several practice guideline clarifications in 2001.

Section C (Children in Foster Care): The number of children reported as being in foster care on 9/30/02 was 9,101. However, the number reported as being in foster care on 10/01/02 was 8,652. Using the dates of entry into foster care and leaving foster care as less than or equal to 9/30/02 and less than or equal to 10/01/02, Oregon's count of the number of children reported as being in foster care on 9/30/02 is 8,727 (from AFCARS file 2002B Period) and for 10/01/02 is 8,647 (From AFCARS file 2003A Period) for a difference of 80 children. We are uncertain of the source the federal analysis group used to obtain the above counts for this report.

Section D (Children Waiting to be Adopted): Only 51 percent of the 2,606 children waiting to be adopted were reported to have a termination of parental rights. Oregon's Waiting Children population includes children who are in the process of being legally freed for adoption. Of the Oregon Waiting Children population for 2003, 50.7 percent were fully free, 68.8 percent of the remaining 49.3 percent were partially freed (at least one parent's rights had been terminated), and 31 percent had not had either parent's rights terminated.

Outcome measures 1.1 and 2.1: Oregon does not participate in NCANDS DCDC; however, Oregon tracks these measures on an ongoing basis in NCANDS SDC file and they are currently used in Program Improvement Planning.

Outcome Measure 3.4 (Exits to Emancipation): In FY 2003, 195 children were reported as exiting foster care to emancipation. However, in Section C (age of children exiting foster care), 5.5 percent (233 children) of the 4,244 children exiting foster care were age 18 or older at the time of exit.

Oregon has multiple exit code options to use for youth exiting care after the age of 18. Therefore, the number of youth exiting to emancipation may not include all youth who leave care after age 18.

Outcome Measure 5.1 (Time to Adoption): In FY 2003, 13.9 percent of adoptions occurred within 24 months of the time of the child's entry into foster care. This is less than the national median for that measure of 22.9 percent. As part of its PIP, Oregon agreed with the Region X ACF office on a secondary measure for time to adoption due to the state's concern that, in working to increase the number of 24 month adoptions, children who have been waiting longer for adoption would be disadvantaged. The secondary measure was that the median time for all children exiting foster care to adoption would be 36 or fewer months. Oregon met this secondary measure in FY 2003 and has instituted strategies that have increased the percentage of children for whom adoption is achieved within 24 months in succeeding reporting years.

PERFORMANCE ASSESSMENT

The following is a discussion of Oregon's performance on the national outcomes established for the Report to Congress. The discussion focuses on the State's performance in 2003 and on change in performance over time. Change over time was determined by calculating the percent change in performance from 2000 to 2003. A percent change that was less than 5.0 in either direction (i.e., positive or negative) was considered to represent "no change in performance."

Outcome 1. Reduce recurrence of child abuse and/or neglect

Oregon's performance with regard to achieving outcome 1 cannot be assessed because the State does not provide data to the National Child Abuse and Neglect Data System (NCANDS) for calculating the measure for this outcome (measure 1.1). To ensure consistency across States, the Report to Congress presents only data submitted through NCANDS.

Outcome 2. Reduce the incidence of child abuse and/or neglect in foster care

Oregon's performance with regard to achieving outcome 2 cannot be assessed because the State does not provide data to NCANDS for calculating the measure for this outcome (measure 2.1). To ensure consistency across States, the Report to Congress presents only data submitted through NCANDS.

Outcome 3. Increase permanency for children in foster care

In 2003, 87.0 percent of children exiting foster care in Oregon (measure 3.1) were discharged to a permanent home, which is about equal to the national median of 86.3 percent. Also in 2003, 79.4 percent of children exiting care who had a diagnosed disability (measure 3.2) were discharged to a permanent home, which is about equal to the national median of 79.5 percent. However, 64.1 percent of the children exiting foster care who were older than age 12 when they entered foster care (measure 3.3) were discharged to a permanent home, which is less than the national median of 72.2 percent.

In 2003, 41.5 percent of the children reported as emancipated from foster care (either through legal action or because they reach the age of majority) entered foster care when they were age 12 or younger (measure 3.4). This percent exceeds the national median of 29.6 percent. Performance on this measure did not change from 2000 to 2003.

There were some differences with regard to exits to permanency as a function of children's race or ethnicity (measure 3.5). (This was assessed only when a particular race or ethnicity accounted for at least 10 percent of the exits from foster care.) White (non-Hispanic) children exiting foster care were somewhat less likely to be discharged to a permanent home (85.8 percent) than were Hispanic children exiting foster care (91.6 percent). However, for 15 percent of the children exiting foster care in 2003, the race was reported as "Unable to Determine."

Outcome 4. Reduce time in foster care to reunification without increasing re-entry

In 2003, 65.4 percent of reunifications in Oregon occurred within 12 months of a child's entry into foster care (measure 4.1), which is less than the national median of 72.0 percent. Performance with regard to this measure did not change from 2000 to 2003. However, 3.2 percent of reunifications occurred after the child had been in foster care for at least 36 months, which is less than the national median of 3.5 percent.

Also in 2003, 9.5 percent of the children entering foster care were re-entering within 12 months of a prior episode. This percent is equal to the national median of 9.5 percent, and represents an improvement in performance from 2000 (-11.2 percent change). However, 9.6 percent of the children entering foster care in 2003 were re-entering more than 12 months after a prior foster care episode. Consequently, 19.1 percent of all children entering foster care in 2003 had been in foster care at a prior time.

Outcome 5. Reduce time in foster care to adoption

In 2003, 13.9 percent of finalized adoptions in Oregon occurred within 24 months of a child's entry into foster care (measure 5.1). Although this percent is less than the national median of 23.9 percent, it represents an improvement in performance from 2000 to 2003 (+20.9 percent change).

Outcome 6. Increase placement stability

In 2003, 86.7 percent of the children in foster care for less than 12 months experienced no more than two placement settings (measure 6.1), which exceeds the national median of 84.2 percent. Also in 2003, 66.1 percent of the children in foster care for at least 12 months, but less than 24 months, experienced no more than two placement settings, which exceeds the national median of 59.1 percent.

Outcome 7. Reduce placements of young children in group homes and institutions

In 2003, 4.2 percent of the children entering foster care who were age 12 or younger were placed in a group home or institution (measure 7.1). This percentage not only is less than the national median of 8.3 percent, but represents a performance improvement from 2000 (-20.8 percent change).
